On the afternoon of September 6, Deputy Prime Minister Tran Luu Quang, Chairman of the National Committee for AIDS, Drug and Prostitution Prevention and Control, led the Vietnamese delegation to attend the 14th Conference of the Chairman of the National Committee for Cooperation in Drug Prevention and Control of the Mekong Sub-region held in Beijing, China.
Also attending the conference were the Chairmen of the Anti-Drug Commissions of China, Cambodia, Laos, Thailand, Myanmar and representatives of the United Nations Office on Drugs and Crime (UNODC).
At the conference, the parties reviewed the progress of regional drug prevention and control cooperation over the past 30 years, summarized and shared valuable experiences of each country, and emphasized the importance of regional cooperation in drug prevention and control.
The conference also adopted the 12th Subregional Action Plan; the Beijing Joint Declaration; and the China Initiative to Address the Synthetic Drug Problem in the Mekong Subregion.
The joint statement focused on assessing the drug crime situation in the region; the difficulties, challenges and commitments of countries in implementing drug prevention and control activities. China's initiative offers specific solutions in implementing law enforcement activities, chemical control and drug appraisal.

Speaking at the conference, Deputy Prime Minister Tran Luu Quang assessed that the Mekong sub-regional cooperation mechanism on drug prevention and control has achieved important results over the past 30 years, contributing to ensuring security and order, promoting socio-economic development, eliminating hunger, reducing poverty and improving the quality of life of people in member countries.
As a responsible member, the Vietnamese Government has issued macro-level policies with long-term goals, including the National Program on Drug Prevention and Control for the 2021-2025 period and the national strategy on drug prevention and control with long-term goals and a vision to 2030.
Vietnam has passed the 2021 Law on Drug Prevention and Control to improve legal regulations on drug prevention and control and strengthen the National Committee for AIDS, Drugs and Prostitution Prevention and Control.
Vietnam has also implemented the integration of the contents of the joint cooperation plans and initiatives of the Mekong Sub-regional drug prevention and control cooperation mechanism into the national drug prevention and control program. Vietnam is innovating propaganda and prevention education, improving the quality of drug rehabilitation work, identifying addiction status and post-rehabilitation management; strictly managing legal activities related to drugs, promptly supplementing drugs and precursors according to the recommendations of the United Nations and in accordance with the practical situation in the country and the region.
Besides, Vietnam also promotes cooperation with countries in the region and around the world to solve the drug problem.
The Deputy Prime Minister affirmed that Vietnam supports a zero-tolerance stance on drugs and continues to pursue the long-term goal of a drug-free region, balancing supply reduction, demand reduction, and harm reduction through law enforcement measures and socio-economic solutions to eliminate the underlying causes of drug abuse, while focusing on international cooperation in drug prevention and control based on the principles of the three international conventions on drug prevention and control.
The Deputy Prime Minister pointed out that recently the situation of drug production, trading, transportation and use in the region and the world has been very complicated; this is an international issue that cannot be solved by a single country; it requires close international cooperation, a comprehensive approach, reducing supply, reducing demand, reducing harm; cooperation based on the principles of compliance with international law, respect for sovereignty, territorial integrity, non-interference in internal affairs and mutual support.
The Deputy Prime Minister said that member countries need to continue to demonstrate solidarity and unity in their views and stances on global drug control policies; improve the quality of information exchange; support capacity building and share experiences in drug prevention and control; launch high-profile campaigns to disseminate, attack and suppress drug crimes on the border; conduct joint investigations, fight joint special cases, and improve transnational combat capabilities to combat drug crimes, especially in localities sharing common borders.

The Deputy Prime Minister hopes that UNODC will continue to promote its role in building regional cooperation programs and effectively managing and using resources; calling for support and building effective cooperation programs and initiatives in drug prevention and control in the coming time.
The Deputy Prime Minister affirmed that Vietnam is determined and committed to strengthening cooperation with UNODC, Mekong countries and the world in drug prevention and control for peace, stability, prosperous development and building a drug-free region.

Earlier, Deputy Prime Minister Tran Luu Quang visited the Beijing Municipal Public Administration Service Center. The center operates on a one-stop model, including 61 city agencies and units, with more than 1,100 employees providing more than 2,500 public services, including public services for foreigners.
