Currently, on the corridor connecting Hanoi - Quang Ninh, there is a planning orientation for a Yen Vien - Lim - Pha Lai - Ha Long - Cai Lan railway line, on the basis of utilizing the infrastructure of the Hanoi - Lang Son railway line (Yen Vien - Lim section) and Kep - Ha Long - Cai Lan (Pha Lai - Ha Long - Cai Lan section). The main function of the railway line is to exploit mixed freight and passenger traffic with a design speed of 120 km/h. However, after starting construction in 2008, by 2011, the Yen Vien - Pha Lai - Ha Long - Cai Lan railway line was delayed.
Recently, the Ministry of Construction submitted to the Government a plan to invest an additional VND4,000 billion for the Yen Vien - Pha Lai - Ha Long - Cai Lan railway, raising the total investment to about VND8,300 billion, adjusting the project's function to mainly passenger transport.
Currently, Vingroup Corporation has proposed an investment project for a Hanoi - Quang Ninh passenger railway to facilitate tourists' travel from Hanoi to Quang Ninh and vice versa, with a length of about 121 km, with a maximum design speed of 300 km/h.
Leaders of the Ministry of Finance, Ministry of Construction, Quang Ninh province, Bac Ninh province, and Hanoi city discussed issues related to route direction, technology, transportation demand, total investment, investment efficiency, feasibility, etc. for Vingroup's proposal in the overall planning of the railway network on the Hanoi - Quang Ninh corridor.

Concluding the meeting, Deputy Prime Minister Tran Hong Ha emphasized that the railway lines on the Hanoi - Quang Ninh corridor play an important role in connecting the Red River Delta region. The Government welcomes the proposals of enterprises in investing in developing transport infrastructure that ensures legal criteria with the fastest procedures.
The Deputy Prime Minister assigned the Ministry of Construction to preside over and coordinate with ministries, branches, localities, and investors to review and supplement the planning of the railway network on the Hanoi - Quang Ninh corridor in the context of changes in socio-economic development, engineering, and technology; consider, calculate, and select appropriate routes to optimize the goals and investment efficiency of the State and private sectors; meet the requirements of multi-purpose use, integration with other modes of transport, and inter-provincial and urban connections.
Investors need to clarify the proposed route, infrastructure works, investment methods and accompanying mechanisms and policies to exploit and develop infrastructure, commercial and service urban areas along the project route (TOD)...
