Attending the meeting were leaders of central ministries, branches, and the Government Office. Leaders of the three provinces included Nguyen Hoai Anh - Alternate member of the Party Central Committee - Secretary of the Provincial Party Committee, Chairman of the People's Council of Binh Thuan province; Ngo Thanh Danh - Secretary of the Dak Nong Provincial Party Committee; Nguyen Thai Hoc - Acting Secretary of the Lam Dong Provincial Party Committee; and the Standing Committee of the Provincial Party Committees of the three provinces.
According to the report at the working session, Lam Dong province has an area of over 9,781 km2 , a population of about 1.5 million people; has 10 district-level administrative units and 137 commune-level administrative units. Dak Nong province has an area of 6,509 km2 , a population of over 746 thousand people; has 8 district-level administrative units; 71 commune-level administrative units, including 7 border communes adjacent to Cambodia. Binh Thuan province has an area of over 7,942 km2 , a population of over 1.5 million people; has 10 district-level administrative units, 121 commune-level administrative units.
In Resolution No. 60-NQ/TW dated April 12, 2025 of the 11th Conference of the 13th Party Central Committee, the plan to merge the three provinces of Dak Nong, Binh Thuan and Lam Dong into a new province named Lam Dong province with the administrative - political center of the new province in Da Lat city, Lam Dong province. Regarding the plan to arrange commune-level administrative units, Lam Dong plans to arrange 51 new communes (including 9 wards, 42 communes), a reduction of 62.77%; keeping 2 communes unchanged. Dak Nong plans to arrange 28 communes (a reduction of 60.57%); keeping 2 communes unchanged. Binh Thuan plans to arrange 45 communes (36 communes and 8 wards, 1 Phu Quy special zone), a reduction of 62.8%. All of these contents have been approved by the Party Committees of the provinces to collect public opinions.

At the meeting, leaders of the provinces of Binh Thuan, Dak Nong and Lam Dong reported to the Permanent Deputy Prime Minister Nguyen Hoa Binh on specific contents of the achieved results, difficulties and problems still existing in the work of streamlining and reorganizing the apparatus of the localities, the aspirations of cadres and party members in the process of implementing the arrangement; key tasks to be focused on implementing in the coming time as well as the contents of coordination between the three localities in implementing the work of streamlining and reorganizing the apparatus.

Speaking at the meeting, Deputy Prime Minister Nguyen Hoa Binh emphasized: The 11th meeting of the 13th Party Central Committee was a great success, deciding on many important issues, including the continued arrangement and streamlining of agencies in the political system, the arrangement of administrative units and the organization of two-level local governments. At the same time, it is required that the implementation of Resolution 11 of the 11th Central Committee on the arrangement and streamlining of the apparatus must be carried out in the spirit of "running and lining up at the same time" because there are many tasks that must be completed before June 30, because after June 30, the amended Constitution takes effect, the district level will no longer exist, the commune level will come into operation and from the beginning of July, the commune-level congress must be urgently held.
The First Deputy Prime Minister said that the remaining time is very little, very short; therefore, localities must take drastic action. If they are not proactive and urgent, they will not be able to achieve the requirements and progress set out according to the Central Government's direction. They must do it quickly but with high quality and no mistakes will occur.
The Permanent Deputy Prime Minister highly appreciated the 3 provinces for their active and proactive implementation of tasks in the recent past in rearranging and reorganizing the apparatus, from political and ideological work to resolving policies for cadres and workers during the rearrangement process. Permanent Deputy Prime Minister Nguyen Hoa Binh said that, implementing the Central Government's policy on the plan to merge 3 provinces, including Dak Nong, Binh Thuan and Lam Dong into a new province, the 3 localities have shared, united, agreed, and coordinated well with each other to carry out tasks as directed; this sharing, solidarity, and agreement is the basis and premise for effectively implementing the policy of merging 3 provinces and organizing 2-level local governments after the 3 provinces are merged.

The Deputy Prime Minister requested to urgently develop and complete projects to rearrange provincial and communal administrative units in a scientific, reasonable, feasible manner, consistent with the practical conditions of each locality; do a good job of information, propaganda and mobilization among cadres, civil servants, public employees and people of all walks of life to ensure unity and high consensus in implementation; develop plans to rearrange and perfect the apparatus, cadres, civil servants and public employees in accordance with the two-level local government organization model; rearrange and reassign cadres, civil servants and public employees according to a roadmap; the implementation process must ensure publicity, transparency, objectivity, the right person, the right job, the right capacity, and work efficiency.
