Deputy Prime Minister: Average income of workers increased by 6.8%

The Deputy Prime Minister said that one of the important results in implementing the National Assembly 's resolutions on questions and answers is that people's lives have improved, with the average income of workers increasing by 6.8%.

On the morning of November 6, opening the question and answer session, Deputy Prime Minister Tran Luu Quang reported to the National Assembly on the implementation of a number of resolutions on thematic supervision and question and answer.

Completed and put into use 659km of expressway

Regarding the fields of planning and investment, finance and banking, the Deputy Prime Minister said that many important results have been achieved recently.

In particular, public investment is restructured to ensure focus and key points, avoiding dispersion, waste and inefficiency; discipline and order in public investment are enhanced; disbursement of public investment capital is promoted; attracting FDI, ODA and preferential loans has achieved many positive results.

5 working groups and 26 working delegations of the Government inspected and urged the disbursement of public investment capital, removed difficulties and obstacles, and promoted production and business in localities.

The Government has thoroughly implemented savings in regular expenditures; tightly controlled the budget deficit, public debt, government debt, and national foreign debt within the limits permitted by the National Assembly.

The practice of thrift and anti-waste has been promoted and achieved many positive results. Specifically, from 2016 to 2021, over 350 trillion VND has been saved.

In addition, the Government has promptly and effectively implemented many policies on tax, fee and land rent exemption and extension to support businesses and people. Since the beginning of 2023, the operating interest rate has been reduced 4 times by 0.5-2%; implemented a credit package of 120 trillion VND for social housing,...

However, in these areas, there are still limitations and shortcomings such as disbursement of public investment capital, implementation of support policies for businesses to borrow in the 40 trillion VND package of the socio-economic recovery and development program that has not met requirements...

Regarding the fields of industry and trade, agriculture and rural development, transportation, construction, natural resources and environment, the Deputy Prime Minister also said that many outstanding results were achieved.

The Government has submitted to the National Assembly a decision on investment policies for six key national transport projects with a total investment capital of nearly 400 trillion VND.

From 2021 to present, 659km of expressway has been completed and put into use, bringing the total length put into operation to 1,822km; striving to complete and exceed the target of 3,000km of expressway by the end of 2025 according to Resolution of the 13th Congress...

In addition, the Deputy Prime Minister also acknowledged that site clearance and construction of a number of key infrastructure projects, especially energy and transport infrastructure, are still slow. Smart urban development is still limited; the real estate market is still facing difficulties...

Vietnam's happiness index increased 12 places

Regarding the fields of science and technology; education and training; culture, sports and tourism; health; labor - war invalids and social affairs; information and communications, the Deputy Prime Minister said that Vietnam's global innovation index ranked 46/132, up 2 places compared to 2022.

In recent times, the Government has focused on improving the quality of the teaching staff; promoting the effective implementation of the university autonomy mechanism but must deal with land issues; and prioritizing training and developing high-quality human resources.

Investment resources for culture have been gradually unlocked; cultural heritage continues to be preserved and its value promoted. Many traditional festivals and cultural and artistic programs have been successfully organized in diverse and attractive forms, contributing to spreading good values ​​and meeting the enjoyment needs of the people.

In recent times, agencies have regularly provided subsidies to over 1.13 million meritorious people with a budget of 29 trillion VND/year; accelerated the implementation of the project to build at least 1 million social housing apartments...

People's lives have improved, the average income of workers has increased by 6.8%; over 94% of households assessed that their income was stable or higher than the same period in 2022. The poverty rate according to the multidimensional poverty standard has decreased to 2.93%. Vietnam's happiness index in 2023 increased by 12 places, from 77th to 65th...

Recently, the Government has basically completed the arrangement of press agencies according to the plan; promptly rectified and handled the situation of "newspaperization" of magazines, manifestations of "privatization" of the press.

However, the Deputy Prime Minister also said that these fields still have limitations, shortcomings and difficulties. In particular, the situation of local surplus and shortage of preschool and general education teachers has not been completely resolved; textbook reform has not met requirements...

Regarding the fields of justice; internal affairs; security, order, social safety; inspection, settlement of complaints and denunciations, Mr. Tran Luu Quang said that complicated and prolonged cases, handling and recovering assets that were appropriated or lost in economic and corruption cases were directed resolutely.

The Government has reviewed and improved the organizational apparatus; resolutely reorganized, merged, and consolidated organizations that do not meet the criteria and conditions for establishment, especially organizations within ministries, branches, and localities.

In addition, the Government continues to rectify the situation of cadres and civil servants shirking responsibility, fearing responsibility, and fearing mistakes in performing public duties; it has issued a Decree on encouraging and protecting dynamic, creative cadres who dare to think, dare to do, and dare to take responsibility for the common good...

The annual inspection plan has been developed with a focus on sensitive areas with high risk of corruption; the plan to verify assets and income in 2023 has been implemented.

Besides the achievements, these areas of work still have shortcomings, limitations, difficulties and challenges.

"In the coming time, the Government and the Prime Minister will focus on directing ministries, branches and localities to make more efforts in implementing the National Assembly's Resolutions on thematic supervision and questioning," the Deputy Prime Minister emphasized.
