The Government Office has just issued Notice No. 193/TB-VPCP dated April 22, 2025, concluding the conclusion of Deputy Prime Minister Le Thanh Long during the inspection trip to the construction project of Bach Mai Hospital Facility 2 and Viet Duc Friendship Hospital Facility 2 in Ha Nam.
After inspecting the site, listening to the report of the Ministry of Health leaders on the progress of the implementation of the two projects, the opinions of the Medical Construction Project Management Board (investor), contractors and leaders, representatives of participating ministries and agencies; Deputy Prime Minister Le Thanh Long acknowledged the initial efforts of the Ministry of Health, investors, contractors and relevant ministries and agencies in organizing and implementing the work related to the two projects.
However, many tasks are behind schedule compared to the plan; many difficulties and problems in implementation have not been resolved promptly. The implementation progress has not met the requirements of urgency and urgency of the two projects.
The Deputy Prime Minister requested the Ministry of Health, relevant ministries and agencies to make more efforts and resolutely implement, ensure early completion and put into use of the two hospitals in accordance with the direction of the Central Executive Committee, General Secretary To Lam, the Central Steering Committee on anti-corruption, waste and negativity and the direction of the Government, the Government Standing Committee, and the Prime Minister to serve the work of caring for and protecting people's health, avoid waste, and at the same time contribute to reducing hospital overload and improving the quality of medical examination and treatment.
To promote the progress of the implementation of the two projects, ensuring their early completion and putting into use, the Deputy Prime Minister requested the Ministry of Health, relevant ministries and agencies to focus on, resolutely and effectively implement the tasks and solutions according to Resolution No. 34/NQ-CP dated February 13, 2025 of the Government and the Deputy Prime Minister's direction in Conclusion Notice No. 57/TB-VPCP dated February 24, 2025 of the Government Office, in which the following specific contents are noted:
The Ministry of Health closely follows the actual situation; takes more initiative in coordinating with relevant ministries, agencies and units to deploy specific tasks and work and control the progress of implementation at the project; urgently works and agrees with the Ministry of Finance to supplement state budget capital according to regulations to implement the purchase of medical equipment, information technology, and other necessary tasks; strengthens the capacity of the investor and the Project Management Board; the implementation of the two projects on schedule and ensuring quality is the main responsibility of the investor and the Project Management Board; it is necessary to focus on strengthening and improving the capacity and human resources for implementation.
The Ministry of Health directed contractors to continue to mobilize maximum resources and use them effectively to implement construction, ensuring the completion of tasks on schedule, especially for medical equipment and information technology packages; at the same time, directed investors and project management boards to coordinate with contractors and related units to seriously concentrate maximum resources and increase human resources; arrange appropriate and effective time in accordance with the spirit of "3-shift, 4-team construction," "overcoming the sun and rain," "running and lining up" to complete the 2 projects on schedule; prepare detailed daily progress tables, report weekly progress to the Ministry of Health, stating specifically the number of human resources, detailed construction content at the site, arising issues and solutions; Direct the investor and the Project Management Board to coordinate with the Fire Prevention and Fighting Police Department during the process of mechanical and electrical construction, equipment installation, etc. to ensure that the two projects meet the conditions and are accepted for fire prevention and fighting upon completion.
Training human resources to be ready to effectively operate 2 hospitals
The Ministry of Health directed Bach Mai Hospital and Viet Duc Friendship Hospital to proactively prepare professional and technical work; organize recruitment and training of human resources to be ready for effective operation of the two hospitals immediately after the two projects are completed and handed over for use.
The Ministry of Finance closely coordinates with the Ministry of Health to immediately handle capital sources according to regulations to ensure the progress of implementing tasks and activities of the two projects.
The Ministry of Construction continues to closely coordinate with the Ministry of Health and relevant agencies to promptly guide investors and project management boards to implement tasks according to assigned functions, tasks and authorities.
The People's Committee of Ha Nam province continues to closely coordinate with the Ministry of Health, investors, Project Management Boards, and relevant agencies to support the implementation of necessary tasks and work to ensure that after the two projects are completed, they are put into use smoothly and effectively. The Ministry of Health periodically reports to the Prime Minister on the progress, situation, and results of the implementation of the two projects every month, paying attention to clearly identifying the causes, proposing and recommending specific solutions to effectively handle difficulties and obstacles in the implementation process, ensuring the quality and progress set out./.
