(Chinhphu.vn) - On the afternoon of April 17, at the Government Headquarters, Deputy Prime Minister Nguyen Chi Dung worked with Prof. Dao Nhat Dao, Director of the Center for Special Economic Zone Research, Shenzhen University, Guangdong, China and a number of Chinese businesses and experts.

The China Center for Special Economic Zone Research (CCSEZR) is the only public academic research institute in China dedicated to the study of special economic zones (SEZs). The Center maintains close two-way academic exchanges and cooperation with universities, research institutes, and international organizations in research and training for government officials of developing countries in the field of SEZ development.

Before arriving in Hanoi, Prof. Dao Nhat Dao and his delegation visited and worked in Ho Chi Minh City, Binh Duong, Da Nang, and Hai Phong. Prof. Dao Nhat Dao expressed his admiration for the Communist Party of Vietnam for its courageous and resolute implementation of administrative reform with the policy of restructuring the central and local apparatus.

Sharing the survey results, the Professor said that in Binh Duong, the delegation studied the factors to be able to plan a free trade zone (FTA) and discussed this content in depth with the provincial government. The two sides reached a common understanding: (1) Transportation, energy and digital transformation are three important factors to build a FTA; (2) Clearly analyze the concept and comprehensive functions of a FTA.

According to Professor Dao Nhat Dao, digital economy and high technology play a leading role in the e-commerce zone and each region has its own growth drivers and advantages to develop the e-commerce zone.

For example, the construction of a commercial zone in Ho Chi Minh City needs to consider the function of creating new growth momentum and the "radiative" impact, spreading to surrounding cities. Ho Chi Minh City also attracts many high-quality human resources, so it can focus on developing high technology, finance, modern services, etc. As for Ba Ria-Vung Tau province, the main focus is the seaport transportation industry.

"China's experience is that it can be piloted in 1 or 2 cities. Accordingly, new industries can be developed in these places. If successful, it can be replicated nationwide. In case of failure, it will not cause a big impact," shared Professor Dao Nhat Dao.

In addition, CCSEZR researchers believe that when forming a commercial area, it is necessary to identify a main area, surrounding satellite areas and implement it in stages.

After listening to the discussion between Professor Dao Nhat Dao and Chinese experts and enterprises, Deputy Prime Minister Nguyen Chi Dung welcomed and highly appreciated the Professor and CCSEZR for organizing a survey delegation of Guangzhou enterprises to learn about policies and the investment and business environment in Vietnam and giving extremely useful recommendations to the Vietnamese Government.

At the same time, the Deputy Prime Minister hopes that Prof. Dao Nhat Dao and the Center will provide more specific advice on methods of managing goods circulating through the EZ, tax policies, policies to attract and develop high-quality human resources in economic/technological zones, EZ, development trends and methods of operating EZ in Shenzhen, in China and in the world in general.

Informing that Vietnam is preparing to develop three commercial zones in Hai Phong, Da Nang, and Ba Ria-Vung Tau, the Deputy Prime Minister also shared that Vietnam can consider expanding other zones in localities with advantages in air and rail connectivity, not just in places with seaports./.
