Deputy Prime Minister Le Thanh Long highly appreciated the achievements of the labor, war invalids and social affairs sector over the past nearly 80 years, and pointed out that the merger should not disrupt the sector's policies, but on the contrary, it must do better.
On the morning of December 27, in Hanoi, the Ministry of Labor, Invalids and Social Affairs held a conference to summarize the sector's activities in 2024. Deputy Prime Minister Le Thanh Long attended and delivered a speech at the conference.
Relentless efforts
Speaking at the conference, the Deputy Prime Minister affirmed that this is not only an opportunity to look back on the nearly 80-year development process of the sector, but also an opportunity to affirm the profound human values that the Labour, Invalids and Social Affairs sector has contributed to maintaining and promoting in many areas, such as caring for people with revolutionary contributions, social protection, developing the labour market, and vocational training.
In particular, the role of the sector in implementing social security policies and caring for people in difficulty. The Deputy Prime Minister emphasized: “Caring for those with meritorious services is a demonstration of the morality of remembering the source of water when drinking water, and showing gratitude to those who sacrificed for the independence and freedom of the country.” He emphasized that labor, employment and vocational training policies must meet practical needs and be constantly improved to be more accessible.

The Deputy Prime Minister also shared that when meeting with voters, he received many questions about improving the ability to enjoy social welfare policies and policies for people with meritorious services. He said: "People all want more benefits and I answered that the Ministry of Labor, Invalids and Social Affairs will always find ways to improve these policies". However, the Deputy Prime Minister also frankly pointed out that fully meeting people's expectations still faces many difficulties and depends on the country's development conditions.
Looking back on the nearly 80-year journey, the Deputy Prime Minister acknowledged the tireless efforts of the Ministry of Labor, Invalids and Social Affairs in building and developing social security policies, and pointed out that the results achieved are the continuation of a long process, not simply the numbers of 2024.
Regarding the development direction in 2025, the Deputy Prime Minister pointed out three important tasks that need to be carried out simultaneously: Rearranging and reorganizing the apparatus; organizing Party Congresses at all levels towards the National Party Congress; continuing to strive to achieve the target of economic growth of over 7% to create momentum for the following years.
He affirmed that in the coming time, the policies that the Ministry of Labor, Invalids and Social Affairs is advising the Party and the State, especially in the fields of meritorious people, social security and employment, will not change but must be improved, serving the needs of the people better and better.

The Deputy Prime Minister noted that in the context of rapid development, each officer of the Labor, War Invalids and Social Affairs sector must seriously comply with the arrangement, continue to innovate, and promote the achieved values so that the Labor, War Invalids and Social Affairs policy can continuously develop, thereby contributing to the overall development of the country.
The Deputy Prime Minister also affirmed that in the coming years, the implementation of the Labor, Invalids and Social Affairs policy will not only maintain the achievements but also continue to reform and improve work efficiency to meet the requirements of national development.
Continue to spread human values
Speaking at the conference, Minister of Labor, Invalids and Social Affairs Dao Ngoc Dung shared that in 2025, the sector will organize an effective, serious, and quality merger of the Ministry of Labor, Invalids and Social Affairs with the Ministry of Home Affairs. By the end of December 2024, the two ministries had prepared closely, clearly, effectively, and seriously, and up to now, the merger project as well as the merger contents have been ensured.
Accordingly, the General Department of Vocational Education, 13 colleges and 3 Pedagogical Universities were transferred to the Ministry of Education and Training. The National Office for Poverty Reduction was transferred to the Ethnic Committee.

The Department of Social Protection, the Department of Children, the Department of Social Evils Prevention and 7 public service units of the medical sector, including 4 hospitals and facilities for caring for meritorious people and the disabled, were transferred to the Ministry of Health.
There are 35 focal points, including 17 state management agencies and state management units assisting the Minister; the entire field of labor, employment and meritorious people is merged with the Ministry of Home Affairs.
Minister Dao Ngoc Dung added: “The spirit is that all the work of the industry will continue to be implemented. Work will not be lost but will increase. Our organizational model may be a little different.”
Citing his own experience through the separation of Ha Nam Ninh province into Ninh Binh, Nam Dinh and Ha Nam, Minister Dao Ngoc Dung admitted to having many feelings and thoughts.
He also noted many different opinions, but as a party member and leader of the units, he must listen and comply. According to Minister Dao Ngoc Dung, the Department of Labor, Invalids and Social Affairs is always deeply aware of its responsibilities.
With the achievements in nearly 80 years of development of the industry, he also affirmed that cadres, civil servants, public employees, and workers in the Labor, Invalids and Social Affairs sector have every right to be proud and confident to continue on the new path.
