Accordingly, at the end of June, VASEP sent a dispatch to the Prime Minister's Advisory Council for Administrative Procedure Reform and the Vietnam Federation of Commerce and Industry, requesting the removal of some obstacles to create favorable conditions for seafood enterprises to develop.

Specifically, regarding the regulation on capping interest expenses, VASEP believes that the regulation on loan transactions between banks and enterprises borrowing long-term for investment is an affiliated transaction, thereby capping interest expenses for calculating income tax is unreasonable, affecting business results as well as cash flow of enterprises in the first years of investment.

VASEP recommends amending Point d, Clause 2, Article 5, Decree No. 132/2020/ND-CP to abolish the regulation that considers borrowing transactions between banks and enterprises borrowing long-term for investment as related-party transactions, helping enterprises not to be subject to a ceiling on interest costs when calculating taxes.

Regarding the time for issuing Certificates of Raw Material Exploitation (S/C) of fishing ports, according to VASEP, currently, the issuance of S/C at fishing ports after enterprises bring raw materials to factories in many places is prolonged, taking a lot of time, even months, many batches take up to two or three months, greatly affecting the production and export of enterprises.

VASEP recommends that the Ministry of Agriculture and Rural Development consider changing regulations and immediately issue S/C certificates to cargo owners when they have completed unloading raw materials from ships under the supervision of port staff regarding types, quantities, etc. at fishing ports. This is the key to solving many current problems and bottlenecks in the process of tracing origins and controlling IUU.

Regarding the minimum size allowed to be exploited for aquatic species living in natural waters as stipulated in Decree No. 37/2024/ND-CP of the Government, effective from May 19, 2024, for skipjack tuna, the minimum length allowed for exploitation is 0.5m (equivalent to a weight of 5kg to 7kg) while the international standard for this species is from 1.8kg to 3.4kg.

According to VASEP, the European Union (EU) conservation regulations do not mention the minimum size of skipjack tuna, but only apply to some sensitive species; the minimum size also varies depending on the sea area and resources in that area. The EU protects fishery resources by regulating quotas, sea ban periods, etc., not just by regulating the minimum size that can be exploited. Foreign fishing vessels still catch skipjack tuna under 1.5 kg and are still granted fishing certificates.

Regarding the above 3 recommendations of VASEP, on July 16, the Government Office issued a document conveying the direction of Deputy Prime Minister Le Minh Khai on removing difficulties for seafood enterprises.

Accordingly, Deputy Prime Minister Le Minh Khai assigned the Ministries of Finance and Agriculture and Rural Development, according to their assigned functions and tasks, to preside over and coordinate with relevant ministries and agencies to grasp information reflected by the press; review the content of VASEP's recommendations and promptly handle them according to their authority; in cases beyond their authority, report to the Government and the Prime Minister in July 2024.

According to VASEP, exports of most key seafood products saw high growth in June: tra fish increased by 22%, tuna increased by 40%, and crab increased by 59%. Shrimp increased slightly by 7%. Squid and octopus were the only products that decreased slightly compared to the same period last year.

In the first 6 months of 2024, seafood exports brought in over 4.4 billion USD, an increase of nearly 7% over the same period in 2023.

VASEP hopes that this year, seafood exports will stabilize in line with the normal cycle, accelerating in the third and fourth quarters. It is forecasted that seafood export turnover in the last 6 months of the year will be about 15% higher than the same period in 2023, reaching over 5.5 billion USD, bringing the export result for the whole year of 2024 to nearly 10 billion USD, an increase of 12% compared to 2023.
