At the meeting, Deputy Prime Minister Le Minh Khai respectfully conveyed the regards and invitation of Prime Minister Pham Minh Chinh to Prime Minister Kishida to soon visit Vietnam.
The Deputy Prime Minister affirmed that Vietnam always considers Japan a leading and long-term important partner; hopes that the two sides will continue to closely coordinate, together with Vietnam, to promote the specific and effective implementation of the newly established Comprehensive Strategic Partnership framework between the two countries, as well as important agreements and common perceptions between Prime Minister Pham Minh Chinh and Prime Minister Kishida.
Japanese Prime Minister Kishida thanked and appreciated Vietnam's participation and contribution to the Conference on the Future of Asia.
Japanese Prime Minister Kishida affirmed to continue promoting the Vietnam - Japan Comprehensive Strategic Partnership to develop more substantially and effectively in all fields in the coming time.
Earlier the same day, Deputy Prime Minister Le Minh Khai received President of the Japan International Cooperation Agency (JICA) Tanaka Akihiko.
At the meeting, Deputy Prime Minister Le Minh Khai expressed his delight at the qualitative developments in the Vietnam-Japan relationship, with the historic milestone of the two countries upgrading their relationship to Comprehensive Strategic Partnership in November 2023, and economic cooperation continuing to be the main pillar of the bilateral relationship.
The Deputy Prime Minister thanked and appreciated Japan's Official Development Assistance (ODA) capital as well as JICA's important contributions in implementing ODA projects in Vietnam in the fields of infrastructure and human resource development, making important contributions to socio-economic development and promoting economic linkages between the two countries.
The Deputy Prime Minister proposed that Japan consider providing Vietnam with new ODA loans with more preferential and simpler loan conditions and procedures, possibly in the form of budget support to implement Vietnam's large-scale key strategic infrastructure development projects.
Propose that Japan promote the provision of ODA for projects in the fields of digital transformation, green transformation, urban railway projects in Hanoi and Ho Chi Minh City; continue to implement projects in training high-quality human resources, including projects to train strategic-level officials, as well as new fields such as digital transformation, green transformation, etc.
The JICA President expressed his delight at the results of ODA cooperation between the two countries in 2023 with a loan turnover of 100 billion yen (more than 636 million USD).
Thanking the Vietnamese Government for its guidance in promoting the progress and effective implementation of ODA loan projects, Chairman Tanaka affirmed that JICA wishes to continue ODA cooperation in quality infrastructure projects, based on Vietnam's needs and in accordance with Vietnam's laws, and affirmed to continue implementing cooperation projects on human resource training as well as in new fields such as digital transformation, green transformation, semiconductors, and innovation.
During his working trip to attend the 29th Future of Asia Conference in Japan, Deputy Prime Minister Le Minh Khai had a bilateral meeting with Cambodian Deputy Prime Minister Sun Chanthol and Singaporean Deputy Prime Minister Gan Kim Yong.
At the meeting with Cambodian Deputy Prime Minister Sun Chanthol, Deputy Prime Minister Le Minh Khai congratulated Cambodia on its many important achievements in socio-economic development under the reign of King Norodom Sihamoni, the leadership of the Cambodian People's Party (CPP) led by Senate President Samdech Techo Hun Sen and the administration of the Government of Prime Minister Hun Manet.
Deputy Prime Minister Le Minh Khai expressed his delight at the fact that cooperation between the two countries has maintained a stable development momentum in recent times, with economic cooperation being a bright spot and trade turnover growing remarkably in the first quarter of 2024.
Deputy Prime Minister Le Minh Khai emphasized that the spirit of solidarity, attachment and sacrifice for each other is always a priceless asset between the two nations.
Cambodian Deputy Prime Minister Sun Chanthol respectfully conveyed his warm congratulations to President To Lam and National Assembly Chairman Tran Thanh Man who were recently elected to their new positions by the Vietnamese National Assembly.
Deputy Prime Minister Sun Chanthol said that to achieve the goal of raising trade turnover to 20 billion USD, the two countries need to further strengthen economic, trade and investment relations and the Cambodian Government should encourage Vietnamese businesses to invest more in Cambodia.
The two Deputy Prime Ministers agreed to promote visits and contacts between high-ranking leaders of the two countries, including high-level meetings between the two Parties, and continue to effectively implement bilateral cooperation agreements and mechanisms.
The two sides affirmed that they always attach importance to and give high priority to the good neighborly relations, traditional friendship, comprehensive cooperation, and long-term sustainability between Vietnam and Cambodia.
Deputy Prime Minister Le Minh Khai affirmed that Vietnam respects Cambodia's legitimate interests in national construction and development, including the Funan Techo Canal project, in accordance with the friendly relations and relevant regulations of the Mekong River Commission (MRC).
In that spirit, the Deputy Prime Minister hopes that Cambodia will continue to closely coordinate with Vietnam and the MRC in sharing information about the project and assessing the project's impact on water resources and the ecological environment of the Mekong River basin, ensuring harmony of interests of riparian countries, for the sustainable development of the basin and for the benefit of the people.
At the meeting with Singaporean Deputy Prime Minister Gan Kim Yong, the two sides highly appreciated the positive cooperation results between the two countries in all fields, especially economic cooperation; agreed to consider soon raising the relationship to a new height, creating a premise for Vietnam - Singapore cooperation to become a future model in ASEAN.
Deputy Prime Minister Le Minh Khai congratulated Mr. Gan Kim Yong on his appointment as Deputy Prime Minister, congratulated Singapore on the successful transfer of power from the 3rd generation to the 4th generation of leaders, and expressed his belief that the Government and people of Singapore will continue to achieve many great achievements in the cause of national construction and development.
To bring the Vietnam-Singapore relationship to a new height, Deputy Prime Minister Le Minh Khai suggested that Deputy Prime Minister Gan Kim Yong continue to pay attention to and promote the effective implementation of the Framework Agreement on Connecting the Two Economies, the Green Economy - Digital Economy Relations; expand high-quality Foreign Direct Investment (FDI) projects in emerging technology fields; transform VSIP Industrial Park into a smart, green and sustainable model; promote cooperation in education, training, tourism and people-to-people exchange.
Deputy Prime Minister Le Minh Khai hopes that the two countries will continue to closely coordinate at regional and international forums such as ASEAN, the United Nations, APEC, etc.; and work together to build a strong, united, self-reliant ASEAN Community and promote its central role, especially in regional issues.
Singaporean Deputy Prime Minister Gan Kim Yong highly appreciated the speech of the Vietnamese Deputy Prime Minister at the Future of Asia Conference, thereby spreading the message of ensuring peace and stability, promoting free trade and enhancing solidarity and cooperation in multilateral frameworks and international forums.
The Deputy Prime Minister of Singapore emphasized the potential for economic cooperation with Vietnam, wishing to expand cooperation not only in quantity but also in quality.
Based on the established Green Economy - Digital Economy Partnership framework, Singapore proposed that the two sides study and implement cooperation projects in emerging fields such as: electricity transmission, hydrogen, carbon credits, green finance, etc.
On this occasion, Deputy Prime Minister Le Minh Khai asked Deputy Prime Minister Gan Kim Yong to help convey Prime Minister Pham Minh Chinh's invitation to Prime Minister Lawrence Wong to soon visit Vietnam.
