Working Group No. 5, headed by Deputy Prime Minister Bui Thanh Son, inspected ministries and agencies: Ministry of Foreign Affairs, Ministry of Industry and Trade , Vietnam Electricity Group; and localities: Long An, Tien Giang, Ben Tre, Tra Vinh, Vinh Long, Can Tho, Hau Giang, Soc Trang, An Giang, Dong Thap, Kien Giang, Bac Lieu, and Ca Mau.
Speaking at the discussion, Deputy Prime Minister Bui Thanh Son emphasized that disbursement of public investment capital is a key political task to achieve the GDP growth target of over 8% in 2025, creating momentum for double-digit growth in the next period. Therefore, the Government has established 7 working groups to inspect, urge and remove difficulties and obstacles in the disbursement of public investment.
In 2025, the total public investment capital of 3 ministries, central agencies and 13 localities under Working Group No. 5 assigned by the Prime Minister is VND 55,641 billion, of which domestic capital is VND 43,308 billion and foreign capital is VND 2,917 billion.
To date, the disbursement rate of the above ministries, agencies and localities has reached 7.74% of the plan assigned by the Prime Minister, higher than the national average of 7.32%. However, there are still 2 ministries, agencies and 6 localities with low disbursement rates, below the national average.

The Deputy Prime Minister asked the delegates attending the meeting to clarify the reasons for the slow disbursement, the reasons why resources cannot be deployed, and why money cannot be spent, thereby proposing solutions to promote the progress of disbursement of public investment capital.
According to reports from ministries and localities, the reasons for the slow disbursement of funds by some ministries and localities are: Site clearance still takes a long time; projects implemented abroad must comply with the laws of the host country; many highway projects still lack filling materials; some projects still lack regulations on standards and technical regulations as a basis for implementation; coordination between central and local agencies is not good in some places when implementing some projects of central agencies in localities; new projects need time to complete procedures to have investment decisions; projects to build district-commune headquarters are temporarily suspended...
Ministries and localities have committed to making the utmost efforts to achieve the disbursement level required by the Government, in which Long An province strives to disburse 100% of public investment capital by 2025.
Some localities have proposed that the Prime Minister allow the extension of public investment capital from 2024 to 2025 for some projects. Ben Tre province has proposed that the Central Government soon issue documents guiding the implementation of projects when transferring them to new management units. Soc Trang and Ca Mau provinces have proposed that there should be a mechanism for handling material sources for key transport projects.
Representatives of the leaders of the ministries of Finance, Construction, Agriculture and Environment, and Justice updated the progress and direction of amending the Law on Public Investment and decrees implementing the amended Law on Public Investment, the new Decree on ODA; and procedures for settling site clearance costs.

Concluding the meeting, Deputy Prime Minister Bui Thanh Son highly appreciated the efforts of ministries, agencies and localities in finding solutions to outstanding issues as well as their commitment to speeding up the progress of public investment projects, especially highway projects.
Regarding tasks in the coming time, the Deputy Prime Minister requested that heads of ministries, central agencies and localities directly lead, direct, inspect and review each project; develop disbursement plans for each quarter and each month for each project.
Ministries, agencies and localities need to proactively review and evaluate the allocation capacity, implementation status and disbursement of each project to promptly have plans to internally transfer capital to projects in need, ensuring the disbursement of all assigned capital.
At the same time, focus on promptly handling difficulties and problems that arise, arrange sufficient counterpart funds for ODA projects; direct investors and project management boards to closely coordinate with local authorities in site clearance for projects.
The Deputy Prime Minister suggested stepping up advocacy, propaganda, and policy communication to create consensus among people in site clearance, compensation, and resettlement support.
For the unallocated capital dated March 15, 2025, ministries, agencies and localities shall report and propose handling options, send them to the Ministry of Finance for general synthesis, and report to competent authorities for consideration and decision.
The Deputy Prime Minister assigned the ministries of Finance, Agriculture and Environment, Construction, and Justice to study and promptly handle issues beyond their authority, or promptly report to the Government and the Prime Minister on issues beyond their authority to help localities promptly resolve difficulties and problems./.
