CTTĐT - In 2025, Yen Bai province strives to support the elimination of temporary and dilapidated houses for 100% of meritorious and poor households. This is one of the major policies to help people reduce difficulties, "settle down", aiming at the goal of building Yen Bai to develop rapidly and sustainably in the direction of "Green, harmonious, unique and happy".

Reporter (PV) of Yen Bai Newspaper had an interview with comrade Vu Thi Hien Hanh - Vice Chairman of the Provincial People's Committee, Deputy Head of the Steering Committee of the Project to eliminate temporary and dilapidated houses in Yen Bai province by 2025 (Project) about this content.
PV : Thank you for taking the time for this interview! Sir, the Project is one of the important political tasks of the province. Could you please tell us about the results that Yen Bai has achieved in the past time?
Comrade Vu Thi Hien Hanh : Coming from a mountainous province with many difficulties, however, in recent years, Yen Bai has always paid attention to effectively implementing the work of people with revolutionary contributions, poverty reduction work, especially implementing policies to support housing construction for people with revolutionary contributions, poor households, near-poor households and prioritizing many resources to eliminate temporary and dilapidated houses in the province.
From 2016 to present, Yen Bai province has supported the construction of over 16,000 houses, including nearly 2,400 houses for families of people with revolutionary contributions, over 13,600 houses for poor and near-poor households...
Thereby, it has significantly contributed to improving the quality of housing and life of households with revolutionary contributions and poor households, contributing significantly to effectively implementing the goal of sustainable poverty reduction in the province, being one of the bright spots of the Northwest region.
The results of eliminating temporary and dilapidated houses have contributed to reducing the poverty rate of the whole province from 32.21% (in 2016) to 7.04% (in 2020), an improvement of 10 ranks compared to the beginning of the term. In the period of 2021 - 2024, the poverty rate of the whole province will decrease by an average of 4.13%/year.
By the end of 2024, the poverty rate of the whole province will be 5.68%; Yen Bai's multidimensional poverty rate will rank 15th out of 63 provinces and cities, an improvement of 5 ranks compared to the beginning of the term; the province's multidimensional poverty rate will be the 4th lowest out of 14 provinces in the Northern midland and mountainous region (after Thai Nguyen, Bac Giang and Phu Tho).

Implementing the Prime Minister's direction, Yen Bai province has directed to continue to organize the review and determine the number of temporary houses and dilapidated houses arising in 2025. Through the review, the whole province has 2,208 houses in need of support (of which 1,815 houses are newly built, 393 houses are repaired), including 272 houses for people with revolutionary contributions and relatives of martyrs, 1,546 houses for poor households, 390 houses for near-poor households.
Since then, Yen Bai province has issued a Project to eliminate temporary and dilapidated houses in 2025 with the goal of supporting the construction of 2,208 houses, with a support level of 60 million VND/new house, 30 million VND/repaired house; the total estimated cost of the Project is 120,690 billion VND from the State budget and socialized sources; striving to complete before August 30, 2025.
To date, the province has started construction on 1,719/2,208 houses, reaching 78% of the plan. Localities have mobilized the participation of the entire political system, determined to complete the target of eliminating temporary and dilapidated houses before August 30 as directed by the province. In particular, some localities have actively started construction on houses, contributing to speeding up the implementation progress of the whole province: Mu Cang Chai district reached 76.4%, Nghia Lo town reached 63.2%, Van Chan district reached 55.9%...
PV : To achieve that result, what good and creative ways did Yen Bai province have, comrade?
Comrade Vu Thi Hien Hanh: In implementing the elimination of dilapidated houses in the past time and implementing the 2025 Project, we pay special attention to regularly reviewing and flexibly issuing specific projects, plans and policies of the locality for implementation: The Provincial People's Council has issued specialized resolutions on supporting housing construction for people with revolutionary contributions and poor households in the period of 2016 - 2020 and the period of 2021 - 2025; The Provincial People's Committee has issued projects and plans for implementation.
The important thing is to mobilize the participation of Party committees and authorities at all levels, the strength of the political system and the people; the Provincial Party Committee, People's Council, and Provincial People's Committee issued resolutions, policies, projects, plans, and mobilized social resources in implementing support for house building; assigned specific tasks to each member of the Provincial Party Executive Committee, director, head of departments, branches, agencies, and units in charge, and helped each particularly difficult commune.
Localities have issued specific plans, assigned tasks to each agency and socio-political organization to help each household build a house; mobilized the active participation of the entire community.
In addition to the State's financial support, localities have proactively mobilized additional resources, labor, materials, land, etc. from families, clans, and communities to support families in building houses; for households in especially difficult circumstances who are unable to build houses themselves, mass organizations and communities have been mobilized to directly build houses for people.
In recent years, implementing the province's housing support project, each completed house has a value higher than the State's support level, an average of 120 million VND/new house, 40 million VND/repaired house.
In particular, on the basis of the central budget support resources, especially the resources from the national target programs, based on the practical conditions of the locality, Yen Bai province has integrated the support resources from the central programs and projects with the resources from the provincial budget and socialized resources to effectively implement the Project; socialized resources account for over 70%.
Reporter: Sir, the results achieved are great but not always favorable. So what are the difficulties, obstacles and solutions of Yen Bai in the process of implementing the Project?
Comrade Vu Thi Hien Hanh: In the process of implementing the Project, in addition to the basic advantages, we also encountered some difficulties and problems such as: due to the characteristics of the area being a mountainous province, difficult travel conditions and terrain, the cost of building houses was higher than in other provinces in the plains.
On the other hand, as an area that is frequently affected by flash floods and landslides, it affects the implementation of the goal of eliminating temporary and dilapidated houses. As an area with a large ethnic minority population, with the proportion of ethnic minorities accounting for 54.7%, during the implementation of the Project, up to now, some households have not yet started building houses because they still have the mentality of "choosing age and date", thus affecting the progress of the Project implementation...
To overcome these difficulties and promptly and effectively implement the Project, the Provincial People's Committee has directed localities to review and carefully assess the current housing status of households with meritorious services to the revolution and relatives of martyrs, poor households and near-poor households, identify housing support needs to ensure the right beneficiaries; direct timely allocation of support funds to localities for implementation, while the Central Government has not yet allocated funds, the province has proactively arranged from the provincial budget to localities right from the first months of the year for implementation.
Along with that, the province has connected with corporations and enterprises to propose additional funding support for Yen Bai province to achieve the goal of eliminating dilapidated houses by 2025; support the combination of synchronizing housing with sanitation facilities. Direct departments and branches to guide the process of implementing housing support; assign the Department of Construction to issue housing design models suitable for each locality and customs of ethnic minority areas on the basis of ensuring a minimum area of over 30 m2, ensuring "3 hard": "hard foundation, hard frame - wall, hard roof", ensuring the durability of the project, the life of the project is 20 years or more.
At the same time, assign tasks to the district level to local agencies, departments, branches, and organizations (women's union, farmers' union, youth union, etc.) to support and help households build houses, making the most of the ability to mobilize resources from families, clans, and communities in terms of labor and materials to reduce construction costs; direct the strengthening of inspection, supervision, and urging to ensure progress and quality of housing.
On the other hand, strengthening propaganda, mobilization, raising awareness of poverty reduction, thereby creating changes in the awareness of authorities at all levels, people, especially poor households, near-poor households in ethnic minority areas about poverty reduction, arousing the will and self-awareness, striving to escape poverty of the poor, not relying on the support of the State, specifically over the years, many poor households have voluntarily applied to escape poverty; arousing the consensus and sharing of the community with the spirit of "mutual love and affection" towards the poor...
Reporter : To completely resolve the above difficulties and problems, with the goal of soon "reaching the finish line" in implementing the Project, what tasks will Yen Bai province carry out in the coming time, sir?
Comrade Vu Thi Hien Hanh: In the coming time, the Provincial People's Committee will continue to strengthen the direction of localities to focus on supporting households to start building houses to ensure completion progress in August 2025, direct timely allocation of funds to localities according to the progress of house construction; establish provincial delegations to strengthen inspection and supervision of implementation results in localities; at the same time, direct localities to continue to review, in case of additional households needing support, assign localities to proactively mobilize socialized resources to support households to build houses to ensure that by the end of 2025, there will be no more temporary or dilapidated houses in the province; contribute to completing the goal of sustainable poverty reduction in the province, speeding up the progress of building a province that develops in the direction of "Green, harmony, identity and happiness".
