Vice Chairman of the Provincial People's Committee Tran Nam Hung: Striving to start the project to upgrade and renovate National Highway 14D by the end of November 2025

The inspection team included representatives of the Department of Construction, Department of Agriculture and Environment, Office of the Provincial People's Committee, Project Management Board for Investment and Construction of Traffic Works of Quang Nam Province (assigned to prepare a report proposing the project investment policy), leaders of the Nam Giang District People's Committee and related departments and offices.

According to Mr. Nguyen Van Thuong - Director of the Quang Nam Province Traffic Construction Investment Project Management Board, the project to renovate and upgrade National Highway (QL) 14D through Nam Giang district is expected to have a total investment of VND 4,518 billion. Of which, the central budget supports VND 4,513 billion, the provincial budget (to prepare for investment) accounts for VND 5 billion. The planned capital allocation for 2025 is VND 505 billion (central budget VND 500 billion and provincial VND 5 billion); 2026 is VND 1,700 billion; 2027 is VND 1,700 billion and 2028 includes VND 613 billion.

Investment scale of National Highway 14D with a grade III mountainous road; starting point at km0+000 intersects with Ho Chi Minh road (at km1332+610, Ca Dy commune); ending point at km74+376 adjacent to Nam Giang International Border Gate (La Dee commune). The total actual length of the route is about 74.4km.

The project implements the construction of a road section with a 9m wide base; the culvert width is equal to the width of the road. The bridge section has a permanent scale, reinforced concrete and prestressed reinforced concrete structure, 9m wide bridge width. Construction of a lighting system through some necessary sections to enhance traffic safety such as: bridges, residential areas....

During the inspection, the delegation noted that many sections of the road had sunk deeply, making traffic very difficult. The roadbed and surface were severely damaged, rocks and soil were mixed together, so dust flew everywhere when vehicles passed by. Traffic jams occurred frequently due to the narrow cross-section, plus heavy trucks carrying goods from Laos traveling on the busy route.

Therefore, the investment in upgrading and expanding National Highway 14D is very urgent. The project aims to complete the traffic infrastructure, serving people's travel and transporting goods on National Highway 14D to mountainous districts and Laos through Nam Giang International Border Gate.
The completed project, when put into use, will also contribute to socio-economic development and strengthen security and defense in border areas in the province in particular and the country in general.

Working with relevant parties at the Nam Giang Border Gate Customs Branch, comrade Tran Nam Hung once again emphasized the special importance of the project to renovate and upgrade National Highway 14D. This is a project with large investment resources, estimated at up to 4,518 billion VND, so it is necessary to conduct careful surveys and initial designs.

Comrade Tran Nam Hung requested that the project must produce a truly high-quality product. Technical staff paid attention to the curved positions, in which one section had up to 27 curves, requiring a design to straighten the route to eliminate these curves within the technical limits. Relevant departments, branches and localities actively supported and coordinated with the management board to complete investment procedures; striving to start construction at the end of November this year.
