This morning, December 3, Vice Chairman of the Provincial People's Committee Le Duc Tien inspected the progress of site clearance for the Quang Tri Airport project. Accompanying him were representatives of relevant departments and localities.

The Quang Tri Airport construction project has a total investment of over VND233.1 billion; the total area of ​​land clearance is 265.3 hectares, of which the core area is 135.5 hectares. To date, 209.44 hectares have been completed. The disbursed capital is over VND103.7 billion. 140.5 hectares of land have been allocated to investors. The remaining area of ​​land clearance to be implemented is 55.93 hectares, of which the core area is 26.26 hectares.

Specifically, in Gio Quang commune, 99.22 ha/103.2 ha of land acquisition area have been completed; the remaining area that has not been completed is 3.98 ha. In Gio Mai commune, 102.31 ha/150.1 ha of land acquisition area have been completed; the remaining area that has not been completed is 47.8 ha. In Gio Hai commune, 7.9 ha/12.1 ha of land acquisition area have been completed; the remaining area that has not been completed is 4.2 ha.

According to the report of Gio Linh District People's Committee, the main reasons for not completing land acquisition and clearance for the remaining area are: the locality is determining the origin of the land; completing the price application dossier, publicizing the compensation and support price; people have not agreed on the price, have not agreed to receive payment; people have opinions about the competent authority's commitment to arrange resettlement for eligible households before temporary relocation; there is no cemetery resettlement area yet, so there is no place to relocate mausoleums, graves...

For resettlement projects, the consulting unit has completed the feasibility study report and the technical economic report for 2 resettlement areas in Gio Mai and Gio Hai communes and 3 cemeteries in Gio Mai, Gio Quang and Gio Hai communes.

However, due to exceeding the total investment, the Land Acquisition and Clearance Council is submitting a project adjustment. For the 2 schools in Gio Hai commune, the inventory work has been completed. Currently, the consulting unit is preparing a compensation estimate; surveying and preparing a feasibility study report.

Regarding the construction progress, the clearance of bombs, mines and explosives for an area of ​​140.56 hectares has been completed. Construction of service roads, an aircraft parking area of ^{​​32,917m2} and some other auxiliary items are underway.

At the inspection, the investor representative also requested Quang Tri province to speed up the progress of granting exploitation rights for Phong Binh 1 mine so that the construction unit has a source of fill soil to implement the project with an estimated volume of about 1.1 million ^m3 .

After the field inspection, Vice Chairman of the Provincial People's Committee Le Duc Tien requested Gio Linh district to focus human resources and time to complete the land acquisition and clearance of the remaining area; in which priority is given to the land acquisition and clearance of the remaining core area of ​​26.26 hectares, especially the cases within the runway to promptly hand over the land to the investor for construction.

The Department of Transport shall take the lead in coordinating with Gio Linh district and related units to resolve difficulties in site clearance work. It is necessary to report to the Provincial People's Committee to organize a dialogue with households.

Regarding the issue of fill soil, the Department of Natural Resources and Environment and related units are assigned to review existing soil mines and shorten the time for licensing procedures for soil mines in Gio Linh district. Research the plan to use fill soil from soil mines that have been licensed for exploitation to construct the Van Ninh - Cam Lo expressway project but are no longer in use to ensure the source of fill soil for the project, especially for the construction of the runway.

On the investor side, Vice Chairman of the Provincial People's Committee Le Duc Tien requested that it is necessary to urgently complete the design of the runway, aircraft parking lot, and air traffic control tower according to the assessment of the competent authority in December 2024 to start construction immediately after the site is handed over.
