On the morning of March 13, the Working Group No. 2 of the province, led by Comrade Nguyen Van Thi, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, inspected the progress of implementation and disbursement of public investment capital; resolved difficulties and obstacles of key projects and requests from the people on renovating and upgrading the power grid in some communes in Ha Trung district.

According to the report, the total public investment capital plan of Ha Trung district in 2024 managed by the province is 61 billion 230 million VND, including the following projects: Conservation, restoration and promotion of the value of Trieu Tuong Temple and Mausoleum relic site, Ha Long commune, Ha Trung district (phase 2); site clearance (GPMB) and resettlement (TDC) invested by Ha Trung district People's Committee; Traffic road project connecting National Highway 217 to Provincial Road 508, Ha Trung district; National target program on new rural construction (11 projects). By March 2024, 4,800 million VND had been disbursed, reaching 7.84% of the plan.

Vice Chairman of Ha Trung District People's Committee Nguyen Xuan Dung reported on the progress of disbursement of public investment capital in the district.

According to Plan No. 06/KH-UBND, dated January 5, 2024 of Thanh Hoa Provincial People's Committee, in the district, there are 51 projects with an area requiring land acquisition of 55.8 hectares. As of March 12, a commitment to land acquisition of 55.8 hectares/55.8 hectares has been signed, reaching 100%; measurement and inventory of 57.9 hectares/55.8 hectares has been carried out, reaching 103.8%; compensation plan has been developed/transfer acceptance of 38 hectares/55.8 hectares, reaching 57.2%; compensation payment for land acquisition of 13.9 hectares/55.8 hectares has been made, reaching 25%.

At the meeting, the leaders of Ha Trung district reported and clarified to the Working Group the current status and progress of investment projects, advantages and difficulties in disbursing public investment capital in the locality; at the same time, they recommended and proposed solutions to speed up the capital disbursement progress in the coming time.

After listening to the opinions of the working group members, localities and investors, concluding the working session, Standing Vice Chairman of the Provincial People's Committee Nguyen Van Thi highly appreciated the efforts in leadership and direction of the Party Committee and the management of Ha Trung district government in the first months of the year. However, the progress of disbursement of public investment capital in the district is still low compared to the whole province, so the Standing Vice Chairman of the Provincial People's Committee requested Ha Trung district to continue to uphold the sense of responsibility, focus on overcoming difficulties, speed up the progress of disbursement of public investment capital according to the set goals and plans. Requesting relevant departments and branches to coordinate with Ha Trung district to urgently resolve difficulties in approving documents, determining financial obligations, etc.

The Standing Vice Chairman of the Provincial People's Committee requested the Department of Industry and Trade to have a plan to inspect and examine the entire power grid infrastructure, the management and supply of electricity by electricity businesses, and report to the Provincial People's Committee before September; the Department of Planning and Investment to re-examine the capacity of water supply companies in the province.

Request the Electricity Business Management Joint Stock Company to replace the entire bare line system, renovate and upgrade the power system to improve the quality of electricity supply for the people. Regarding the issue of domestic water, Ha Trung district is requested to consider and select a water supplier with sufficient financial capacity, invest in a pipeline system according to standards, ensure the quality of water sources to increase the rate of people registering to use clean water.
