Reporting at the meeting, the representative of the Viet Tri City People's Committee said that recently the city has issued many documents to implement the directions of the Government, the Ministry of Public Security and the Phu Tho Provincial People's Committee.
Regarding the direction, inspection and implementation of local fire prevention and fighting regulations as well as handling violations of fire prevention and fighting regulations under its authority, Viet Tri City has established 4 interdisciplinary inspection teams. In the first 8 months of 2024, 10/10 violating establishments were inspected and suspended; 201 establishments with existing problems and difficulties in fire prevention and fighting were inspected and guided; 302 establishments providing rental housing services, multi-apartment houses were inspected, etc.
Regarding ensuring traffic conditions and water sources for fire fighting, the City People's Committee has directed the City Police to organize a review and survey of water sources capable of serving fire fighting in the area. Urban traffic is invested in developing and managing the road system to ensure smooth, synchronous, solid, sustainable, standard and synchronous connection with the urban road system, creating convenience for fire trucks to access when an incident occurs...
Viet Tri City People's Committee agrees with many provisions of the draft Law on Fire Prevention, Fire Fighting and Rescue, such as: responsibilities of agencies, organizations and individuals in fire prevention, fire fighting and rescue; appraisal, examination, acceptance and inspection of acceptance work on fire prevention, fire fighting and rescue...
Regarding the application of technical standards and regulations in fire prevention and fighting activities (Article 10), the People's Committee of Viet Tri City requested the Ministry of Public Security to coordinate with ministries and branches to review and revise standards and regulations on fire prevention and fighting to ensure consistency in implementation, avoid causing inconvenience to businesses and people; research to clarify the "application of technical solutions" in fire prevention and fighting activities.
Concluding the meeting, Vice Chairman of the National Assembly Tran Quang Phuong highly appreciated the effectiveness of fire prevention, fire fighting and rescue work in Viet Tri City; saying that in the context of limited resources, Viet Tri has effectively implemented socialization in this work through mobilizing families to equip themselves with fire extinguishers at home.
Emphasizing the importance of the draft Law on Fire Prevention, Fire Fighting and Rescue, the Vice Chairman of the National Assembly suggested that the Standing Committee of the National Defense and Security Committee coordinate with the drafting agency to continue to carefully study the provisions on prohibited acts, because these are contents directly related to human rights and civil rights. Regarding the contents related to fire prevention, pointing out the fact that there are many problems and difficulties, the Vice Chairman of the National Assembly suggested that it is necessary to regulate in a way that is easy to do, easy to implement, and minimizes administrative costs for people and businesses.
Taking note of the recommendations of the People's Committee of Viet Tri City, the Vice Chairman of the National Assembly requested the Standing Committee of the National Defense and Security Committee to fully synthesize the research, reception, and revision of the draft Law in order to have more information to provide to the National Assembly Deputies when considering and approving this draft Law at the upcoming Eighth Session.
