On the afternoon of April 21, at the Northern Environmental Monitoring Center - Hanoi, the National Assembly's Supervisory Delegation on "Implementation of policies and laws on environmental protection since the Law on Environmental Protection 2020 took effect" led by Party Central Committee member and Vice Chairman of the National Assembly Le Minh Hoan worked with the Ministry of Agriculture and Environment on the results of implementation of policies and laws on environmental protection, including environmental monitoring activities.

Reporting on the overview of the national environmental monitoring system, Deputy Minister of Agriculture and Environment Le Cong Thanh said that the Law on Environmental Protection clearly stipulates the scope of monitoring of environmental monitoring systems, including: National environmental monitoring system; environmental monitoring system of ministries/sectors; provincial environmental monitoring system; environmental monitoring system at investment projects, facilities, concentrated production, business and service areas, industrial clusters and biodiversity monitoring at nature reserves.

In particular, the National Environmental Monitoring System focuses on monitoring the background environment and the impact environment to serve and provide information on the quality of the background environment and the impact environment in inter-regional, inter-provincial, and cross-border areas.

Environmental monitoring system of ministries/sectors with the purpose of assessment according to specific criteria of each sector and field.

The provincial environmental monitoring system serves the purpose of monitoring and tracking environmental quality changes in each locality, focusing on monitoring the background environment and the impact environment to provide information and orientation for socio-economic development and environmental protection in provinces and centrally run cities.

Environmental monitoring system at investment projects, facilities, concentrated production, business and service areas, industrial clusters: environmental monitoring activities are compliant, carried out by production, business and service establishments according to the requirements of state management agencies with the aim of controlling waste discharge activities of enterprises and at the same time regularly monitoring, promptly detecting and responding to environmental incidents related to environmental treatment facilities at the establishments.

Biodiversity monitoring in nature reserves: planned according to previous Decision No. 90/QD-TTg and continued to be included in current Decision 224/QD-TTg.

Over the period of operating the environmental monitoring system, some of the results achieved are: publicly disclosing information on environmental quality monitoring results to the community, including reporting periodic monitoring results and publishing the real-time AQI air quality index so that the community can easily access information and take preventive measures when air pollution occurs; reflecting the problem of air pollution in large cities and water quality decline; strengthening the management of emission source monitoring data, monitoring and having timely responses.

Since the beginning of 2024, the Ministry of Agriculture and Environment has completed and put into use the Environmental Monitoring Data Integration and Processing Center. This is the leading center responsible for managing all environmental monitoring data nationwide. The center is equipped with a modern information storage, processing and security system, helping to quickly synthesize, compile statistics and evaluate received monitoring data. The Ministry has also invested in specialized laboratories with modern equipment, the first in Vietnam, which can analyze new environmental parameters such as black carbon, chemical composition of fine dust PM 2.5, etc.

In addition to the achieved results, the representative of the Ministry of Agriculture and Environment also frankly acknowledged that the monitoring network has not been invested synchronously between regions, between the central and local levels; the updating of environmental monitoring technology and techniques and the connection, integration of data, and application of artificial intelligence are still limited; there is a lack of a stable and long-term financial mechanism for environmental monitoring activities.

The members of the Monitoring Delegation acknowledged the achievements of the agriculture and environment sectors in maintaining and developing the national environmental monitoring system, and emphasized that environmental monitoring is the "backbone" of environmental protection, a tool to monitor the implementation of legal regulations, assess changes in environmental quality, control emission sources and promptly warn people. Therefore, it is necessary to have a long-term and stable investment policy; promote digital transformation in this activity; improve the legal framework and strengthen the binding responsibility between levels, sectors, especially localities in this field.

The monitoring delegation also suggested that the agriculture and environment sector should continue to improve regulations, standards, and specialized technical regulations in the environmental field; effectively implement the National Environmental Monitoring Master Plan; increase investment, diversify financial resources; improve technical capacity, data quality, and human resources; promote digital transformation and inter-sectoral data integration; promote digital transformation, apply artificial intelligence to the field of environmental monitoring; innovate technology for processing, integrating, and exploiting environmental monitoring and management data.

Speaking at the meeting, Vice Chairman of the National Assembly Le Minh Hoan emphasized the importance of closely and harmoniously combining economic growth, ensuring social security and preserving and protecting the environment.

Regarding environmental monitoring activities, the Vice Chairman of the National Assembly suggested that environmental monitoring activities should aim for practical effectiveness in environmental protection work, serving socio-economic development. It is necessary to change the approach in environmental monitoring activities, shifting from measuring for reporting to measuring for forecasting; from analyzing, synthesizing, and publishing data for experts to data for the community; from reacting to environmental incidents to proactively preventing incidents.

The Vice Chairman of the National Assembly emphasized the need to continue to innovate thinking and expand coordination in environmental monitoring activities; suggested that the Ministry of Natural Resources and Environment should soon issue a legal framework for connecting environmental monitoring data between ministries, branches, localities and communities; pilot a community environmental monitoring model for people to participate...

Regarding the environmental monitoring station system, the Vice Chairman of the National Assembly suggested that it is necessary to further raise awareness of localities towards the provincial environmental monitoring system; promote communication, raise awareness of people and businesses towards accessing environmental monitoring data; and focus on investing in human resources in environmental monitoring activities.

+ Before that, the monitoring delegation visited and surveyed the laboratory system equipped with advanced equipment such as atomic absorption spectrometer, gas chromatograph, dioxin analyzer, PM 2.5 dust analyzer; visited the Environmental Monitoring Data Integration and Processing Center of the Northern Environmental Monitoring Center.
