Quang Binh will organize "Online Public Services" Day
Organizing Public Service Day online ( DVCTT) is one of the key activities aiming to promote digital transformation in Quang Binh. Accordingly, the province will organize "DVCTT" day on October 1, 2024, with the aim of guiding citizens to submit documents online and pay online at the Reception and Results Department. 100% of documents on the day are submitted and paid online. "DVCTT" day also aims to grasp the difficulties and problems of people when submitting documents online; helping organizations and citizens understand the benefits of submitting documents and paying online.
The event “DVCTT” will accompany officials in the work of digitizing administrative procedure records (TTHC). Accordingly, leaders of agencies, units, and localities will deploy appropriate solutions to support officials at the Reception and Results Department in digitizing records to save them in the Personal and Business Data Warehouse. The goal is that 100% of TTHC records will be digitized and stored in the Personal and Business Data Warehouse.
One of the activities of the “DVCTT” day is also the practice of digitally signing the results of administrative procedures. Leaders of units and localities digitally sign the results of administrative procedures returned on the same day, during the time of the activity.
Quang Binh has achieved remarkable achievements in the digital transformation process. According to the Report on the implementation results of digital transformation in the third quarter and the proposed key tasks in the fourth quarter of 2024, the provincial administrative procedure settlement information system maintains connections and provides the utility "Looking up citizen information from the national population database"; publicly providing 964 public services, including 837 full-process public services and 205 partial public services.
In the second quarter, the province has basically completed the tasks directed by the Central Government and required to be implemented such as: connecting and sharing data of the Public Service Software managed by the Ministry of Public Security; completing the function of connecting and integrating data to evaluate the Index of direction, operation and assessment of service quality for people and businesses on the Provincial Administrative Procedures Information System according to Decision No. 766/QD-TTg; adding the function of electronic authentication...
In the first 9 months of the year, the rate of online records on the Provincial Public Service Portal reached 76.15% (provincial level 68.19%, district level 81.95%, commune level 91.42%). The rate of administrative procedures requiring financial obligations with online payment transactions reached 87.94%; the rate of online payment reached 50.48%.
Popularizing digital infrastructure and creating digital applications for economic development
Vice Chairman of the Provincial People's Committee Hoang Xuan Tan made specific requests to speed up digital transformation progress in Quang Binh.
Recently, assessing the results of the implementation of digital transformation activities and Project 06, Vice Chairman of the Provincial People's Committee Hoang Xuan Tan made specific requests to accelerate the progress of digital transformation in Quang Binh. He emphasized the importance of departments, branches, sectors and localities to closely follow the set targets and resolutely carry out the assigned tasks in Project 06.
In particular, the Department of Information and Communications, as the standing agency of the Provincial Steering Committee for Digital Transformation, needs to urgently complete the interim report on the implementation of the Provincial Party Committee's Resolution, and proactively advise the Provincial People's Committee on implementing plans and promoting the digital economy and digital society. Thereby, the Vice Chairman of the Provincial People's Committee affirmed the province's determination to improve the effectiveness of state management and improve people's lives through digital transformation.
The province also issued Plan No. 1740/KH-UBND on organizing Quang Binh Province Digital Transformation Day in 2024, which clearly stated that Digital Transformation Day (October 10 every year) is an event to help raise public awareness of the meaning, role, and importance of digital transformation to the lives of each person in particular and to the economic, cultural, and social development of the province and the country in general.
The theme of National Digital Transformation Day and Quang Binh Provincial Digital Transformation Day 2024 is "Universalizing digital infrastructure and innovating digital applications to develop the digital economy - New driving force for economic growth and labor productivity".
The plan to organize the Quang Binh Province Digital Transformation Day in 2024 clearly states the purpose and requirements of developing and disseminating the Message of the National Digital Transformation Day in 2024 "Universalizing digital infrastructure and innovating digital applications for economic development - New driving force for economic growth and labor productivity" to propagate to the entire population the meaning, role, and importance of digital transformation to the lives of each person in particular and the economic, cultural, and social development of the country and the province in general. The leaders of Quang Binh province also requested the implementation to ensure practicality, savings, efficiency, and synchronization with the plan to implement the National Digital Transformation Day issued by the Ministry of Information and Communications, in accordance with the actual situation and conditions of Quang Binh province.

Specifically, the province has a detailed plan for issuing online criminal records on the VNeID application, implementing an assessment of the security level of the information system, and organizing inspection teams to monitor the digital transformation process at agencies and units.
In the first 9 months of the year, the Provincial People's Committee has issued over 14 documents to direct, manage and organize the implementation of digital transformation. 21/21 departments, branches and sectors at the provincial level and 8/8 People's Committees at the district level have issued and implemented the Digital Transformation Plan for 2024, which specifically identifies the goals, tasks and solutions for digital transformation according to functions and scope of management.
