On the afternoon of March 29, the Department of Construction held a workshop to disseminate and train on the revision of 1:2023 QCVN 06:2022/BXD National technical regulation on fire safety for houses and constructions (abbreviated as QCVN 06). Comrade Mai Xuan Liem, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee chaired the workshop.
Overview of the workshop
Attending the workshop were leaders of the Department of Science, Technology and Environment, Institute of Construction Science and Technology (Ministry of Construction); leaders of the Provincial Military Command; Provincial Police, Fire Prevention and Rescue Police Department; a number of provincial departments, branches and sectors, Management Board of Nghi Son Economic Zone and Industrial Parks; Provincial Business Association; leaders of districts, towns and cities; organizations and professional associations; representatives of enterprises participating in construction activities.
Comrade Mai Xuan Liem, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee delivered the opening speech at the workshop.
Speaking at the opening of the workshop, Vice Chairman of the Provincial People's Committee Mai Xuan Liem affirmed: In recent years, Thanh Hoa province has paid special attention to fire prevention and fighting and search and rescue work, focusing on fire prevention and fighting work in the construction sector. In addition, Thanh Hoa province has also received attention and support from the Ministry of Construction and related ministries and branches. The workshop is a very meaningful opportunity for the province to continue to effectively implement fire prevention and fighting work in the construction sector in particular and in the implementation of socio-economic development tasks in general.
The Vice Chairman of the Provincial People's Committee requested agencies, units, localities, investors, organizations and individuals participating in construction activities in the whole province to study and effectively apply the content of Amendment 1:2023 QCVN 06:2022/BXD National technical regulations on fire safety for houses and constructions. Thereby promptly reporting to the Department of Construction and the Provincial Police for guidance and timely handling when there are difficulties and problems to be resolved within their authority.
Propose that the Provincial Police and the Fire Prevention and Fighting Police Department review legal documents related to fire prevention and fighting to disseminate to the business community, in order to create a strict legal corridor during the implementation process in the spirit of openness, not causing difficulties or troubles for businesses. Consulting on design and installation of fire prevention and fighting equipment must also ensure transparency, publicity, accuracy and safety. In the inspection work, it is necessary to resolutely and strictly handle constructions and projects that are being implemented and violate the law on fire prevention and fighting until the violations are completely corrected. Coordinate with construction, consulting and supervision units to organize seminars to deploy regulations on planning, construction and fire prevention and fighting for investors and design consulting units.
Departments, branches, localities, and enterprises need to actively propagate and widely disseminate the new regulations of Amendment 1:2023 QCVN 06:2022/BXD National technical regulations on fire safety for houses and constructions to agencies and units, in order to further improve the application of the standards in real life.

QCVN 06:2022/BXD National technical regulation on fire safety for houses and constructions was issued by the Ministry of Construction on November 30, 2022, effective from January 16, 2023. However, many units and individuals have encountered difficulties when applying QCVN 06:2022/BXD. Implementing the direction of the Prime Minister and after a period of research, the Ministry of Construction has proactively reviewed, revised and supplemented a number of articles of QCVN 06:2022/BXD to ensure scientific and practical basis.
The content of Amendment 1:2023 QCVN 06:2022/BXD supplements a number of technical issues to ensure fire safety and escape in case of fire and explosion, taking into account the characteristics of small-scale works and the fire hazard of the works themselves. At the same time, many suitable solutions are added for investors and consultants to choose from. The revised contents of the Standard have focused on decentralizing the issuance of fire prevention and fighting regulations to localities, allowing the replacement of the requirements of the Standard depending on local practice and authority according to decentralization; the form of replacement is the Local Technical Standard. Supplement or modify terms such as common room, side corridor, direct exit, mixed-use building, etc.
Regarding renovation and repair, the revised content clarifies and narrows the scope in a consistent manner with the provisions of Decree 136/ND-CP guiding the Law on Fire Prevention and Fighting and the amended Law on Fire Prevention and Fighting.
Regarding the application of foreign standards, it is allowed to apply synchronously without having to compare with QCVN 06:2022/BXD. Other technical contents on escape, fire prevention, fire fighting, structure, smoke protection, fire compartment and number of floors are all supplemented with specific requirements associated with the object according to fire hazard and current domestic construction practices.

Opinions at the workshop focused on analyzing and clarifying the difficulties in applying previous versions of QCVN 06. Thereby, it will be continuously researched and updated to keep up with the reality of new technologies, creating favorable conditions for investment, reducing costs and ensuring safety for people and construction works.
Representatives of the Department of Construction and the Provincial Police answered the views and opinions on the regulations on fire prevention and control approval and acceptance of agencies and units in an open, cooperative and constructive spirit. Through discussions with agencies and enterprises to remove and resolve difficulties and problems, and at the same time provide guidance on overcoming violations related to fire prevention and control regulations in order to have a direction to completely handle constructions that violate fire prevention and control regulations, and raise legal awareness of organizations and individuals in implementing fire prevention and control regulations, norms and standards when carrying out construction investment activities. The delegates also spent time discussing and contributing many opinions to clarify, grasp and implement the revised Regulations in the most effective way.
