On September 27, the People's Committee of Dak Lak province held a conference to disseminate and thoroughly understand the new laws issued at the 7th session of the 15th National Assembly.
The conference was held in person and online to localities in the area. Attending the conference were Vice Chairman of the Provincial People's Committee Vo Van Canh; Director of the Department of Justice Phan Thi Hong Thang and representatives of leaders of relevant departments, branches, sectors and localities.

The conference disseminated and thoroughly grasped 6 new laws including: Law on Road Traffic Order and Safety; Law on Management and Use of Weapons, Explosives and Supporting Tools; Road Law; Law on Social Insurance; Law on Archives; Law on Amendments and Supplements to a number of articles of the Law on Property Auction.
Accordingly, the Law on Road Traffic Order and Safety consists of 9 Chapters and 89 Articles, taking effect from January 1, 2025, with Clause 3, Article 10 of the Law taking effect from January 1, 2026. This Law stipulates rules, vehicles, road traffic participants, command, control, patrol, control, handling of road traffic accidents, state management responsibilities and responsibilities of agencies, organizations and individuals related to road traffic order and safety.
Major Le Van Hanh - Officer of the Traffic Police Department, Provincial Police disseminated the Law on Road Traffic Order and Safety at the conference.
The Law on Management and Use of Weapons, Explosives and Supporting Tools consists of 8 Chapters and 76 Articles, regulating the management and use of weapons, explosives, explosive precursors and supporting tools; principles and responsibilities of agencies, organizations and individuals in the management and use of weapons, explosives, explosive precursors and supporting tools to protect national security, ensure social order and safety, protect human rights, civil rights and serve socio-economic development. The Law takes effect from January 1, 2025, except for the provisions in Article 17, Article 32 and Clause 1, Article 49 of the Law which take effect from July 1, 2025.
The Road Law consists of 6 Chapters and 86 Articles, regulating road activities and state management of road activities. The Law takes effect from January 1, 2025, except for Points a and b, Clause 2, Article 42, Article 43, Article 50, Clause 1, Article 84 of the Law which take effect from October 1, 2024.
Deputy Director of the Department of Home Affairs Hoang Manh Hung disseminated the Law on Archives at the conference.
The Law on Social Insurance takes effect from July 1, 2025, consisting of 11 Chapters and 140 Articles, regulating the rights and responsibilities of agencies, organizations and individuals regarding social insurance and social insurance implementation; social pension benefits; registration for participation and management of collection and payment of social insurance; compulsory social insurance and voluntary social insurance regimes and policies; social insurance fund; supplementary pension insurance; complaints, denunciations and handling of violations regarding social insurance; state management of social insurance.
Director of the Department of Justice Phan Thi Hong Thang disseminated the Law amending and supplementing a number of articles of the Law on Property Auction at the conference.
The Law on Archives consists of 8 Chapters and 65 Articles regulating the management of archival documents and archival document databases; archival operations; archival documents of special value and promoting the value of archival documents; private archives; archival service activities and state management of archives. The Law takes effect from July 1, 2025.
The Law amending and supplementing a number of articles of the Law on Property Auction takes effect from January 1, 2025. The Law consists of 03 articles, of which 43 articles are amended and supplemented; 02 new articles are added; 02 articles and a number of points and clauses of the 2016 Law on Property Auction are abolished.

Speaking at the conference, Vice Chairman of the Provincial People's Committee Vo Van Canh said that at the 7th Session, the 15th National Assembly passed 11 Laws and within the framework of the conference, the reporter disseminated and thoroughly grasped the contents of 6 Laws. The newly issued laws are very important, related to many different subjects and fields. This is the legal basis to promptly resolve issues arising from practical life, contributing to rapid and sustainable socio-economic development, improving the quality of people's lives.
In order to effectively organize the dissemination and popularization of laws in the province, Vice Chairman of the Provincial People's Committee Vo Van Canh requested agencies, units and localities to focus on studying and understanding the purpose, meaning and content of newly issued laws. At the same time, develop specific plans and measures to promote the dissemination and popularization of laws through diverse and rich forms, suitable to the subjects and realities of localities and units so that the laws can soon enter real life, ensuring citizens' right to information about the law, contributing to improving the effectiveness and quality of law enforcement.
