The conference was held in person and online with Departments of Information and Communications nationwide.
The Electronic Information sector has made significant progress in 2024.
Speaking at the Conference, Deputy Minister of Information and Communications Pham Duc Long highly appreciated the contributions of the electronic information sector over the past year.
Although domestic social networks are attracting a growing number of Vietnamese users, they have yet to achieve the same influence as cross-border platforms. However, international platforms have made progress in cooperating with regulators to handle infringing content and increase communication about fake news and scams.
The Center for Handling Fake News and Malicious Information of the Ministry of Information and Communications has connected with localities, forming a national fake news handling network, helping provinces and cities proactively verify and handle violations quickly, while effectively coordinating between localities when there are incidents related to many areas.
Over the past year, the Ministry of Information and Communications has also focused on dealing with the "newspaperization" of electronic news sites and social networks. Solutions such as inspections, checks, penalties and suspensions have helped reduce violations, although some cases still exist.
In particular, cross-border advertising management has become more systematic, with increasing compliance from large service providers. The video game industry has also achieved many important achievements, including the successful organization of Gameverse Festival 2024, attracting more than 60 domestic and foreign enterprises, along with cross-border platforms. This event not only helps connect startups but also promotes foreign investment, and contributes to the Strategy for the development of the video game industry in Vietnam in the period of 2025-2030.
Over the past year, the Ministry of Information and Communications has coordinated with video game production and distribution enterprises to implement many important activities that guide the development of the industry, such as: Organizing the second Gameverse Festival 2024, of international stature with the participation of more than 60 domestic and foreign enterprises, major cross-border platforms participating in a series of activities, events, seminars, and competitions to support startups, cooperate and call for foreign investment; Building a Strategy for management and development of the online video game industry in Vietnam for the period 2025 - 2030.
"This shows that businesses have worked closely with management agencies to promote the Vietnamese gaming industry to develop to reach the world level." Deputy Minister Pham Duc Long emphasized.
However, the situation of pirated games and games supplied across borders into Vietnam affects the healthy development of the domestic game market, creating unfair competition. In 2025, relevant management agencies and domestic game companies need to coordinate to scan, detect and thoroughly handle the situation of pirated games and illegal games.
With the achieved results, on behalf of the Ministry of Information and Communications, Deputy Minister Pham Duc Long acknowledged the efforts and contributions of organizations and enterprises providing services in the field of e-commerce.
Dissemination of Decree No. 147/2024/ND-CP
At the Conference, Deputy Minister Pham Duc Long also said that on November 9, 2024, the Government issued Decree No. 147/2024/ND-CP replacing Decree No. 72/2013/ND-CP and Decree No. 27/2018/ND-CP. Decree 147 officially takes effect from December 25, 2024.
Decree 147/2024/ND-CP has new policies that will affect and change some social media usage habits of Vietnamese people, such as regulations requiring social networks to: Authenticate users via phone number or personal identification number and only authenticated accounts are allowed to provide information (write articles, comment, livestream) and share information on social networks - this regulation aims to limit the situation of anonymous users to scam, spread fake news and other illegal acts; Do not allow children under 16 years old to create social media accounts.
In addition, Decree 147 will focus on handling the issue of disguised newspapers on general electronic information sites and social networks; Promote decentralization and delegation of authority to implement administrative procedures on game licensing from the Ministry to the implementing units, from the Central to the local level; Supplement regulations on the responsibilities of ministries, branches and localities in managing information on the network according to the principle that "ministries, branches and localities within the scope of their functions and tasks are responsible for participating in managing sectors and fields on the network as in real life"... and many other regulations to enhance the effectiveness of management in the field of electronic information.
Mr. Le Quang Tu Do, Director of the Department of Radio, Television and Electronic Information, also informed about some new points in Decree No. 147/2024 (effective from December 25, 2024).
In particular, cross-border social networks and platforms must reach an agreement with press agencies on whether to allow cross-border platforms to use their articles, share links, and share article content. If no agreement is reached, cross-border platforms cannot use Vietnamese press content.
According to Mr. Le Quang Tu Do, the new regulations will solve the problem of anonymity and irresponsibility. In addition, platforms must provide user information to the Ministry of Information and Communications and the Ministry of Public Security when requested for accounts and channels showing signs of violations.
"When this regulation is institutionalized, all domestic and foreign platforms must be responsible for coordinating with authorities to provide the identity of the account users," said Mr. Do.
Vietnamese social network reaches hundreds of millions of users
Providing more information about e-commerce activities in 2024 and orientations for 2025, Ms. Nguyen Thi Thanh Huyen, Deputy Director of the Department of Broadcasting and Electronic Information, said: In 2024, 80 more general e-commerce websites and 40 domestic social networks were licensed.
The total number of Vietnamese accounts using domestic social networks is about 110 million. The total number of Vietnamese accounts using foreign social networks is about 203 accounts.
In 2024, the Ministry of Information and Communications issued 23 G1 electronic game licenses and 30 G2, G3, and G4 electronic game certificates. The Ministry of Information and Communications also issued 13 Certificates of notification of contact information of foreign organizations and individuals doing cross-border advertising business in Vietnam.
According to estimates from the Department of Radio, Television and Electronic Information, in 2024, the game industry's revenue is estimated to reach about 12,500 billion VND, a slight decrease compared to 2023. The number of workers in the game industry in 2024 is estimated at about 4,100 people, an increase of 31% compared to 2023.
In 2024, the Ministry of Information and Communications and local Departments of Information and Communications inspected, reviewed, and rectified 236 websites, general websites, social networks, and social network accounts. Of which, 46 cases were penalized with a total fine of more than 1 billion VND.
Local Departments of Information and Communications also inspected 1,040 general information websites and social networks, detected, handled and corrected 290 websites with signs of violating legal regulations (20 cases of "newspaperization"), reviewed and handled 83 domain names with signs of violations (forcibly revoked 2 domain names).
In 2024, the Ministry of Information and Communications will continue to maintain the fight, requiring platforms to prevent and remove information that violates Vietnamese law. As a result, Facebook has blocked and removed 8,981 pieces of content that opposes the Party and the State and violates Vietnamese law (94%); Google has blocked and removed 6,043 pieces of violating content on YouTube (91%); TikTok has blocked and removed 971 pieces of violating content (93%)./.
