On the afternoon of April 4, at Thanh Lam Prison in Xuan Hoa Commune (Nhu Xuan), the Central Committee of the Vietnam Youth Union coordinated with the Department of Police Management of Prisons, Compulsory Education Facilities, and Reformatory Schools (Ministry of Public Security), the Youth Committee of the People's Public Security, the Vietnam Youth Union of Thanh Hoa Province, and Thanh Lam Prison to organize the program "Lighting up the dream of rehabilitation" in 2024.

The program is a specific activity to coordinate the work of educating, reforming, and helping prisoners and inmates of young age reintegrate into the community in the period of 2021-2025 between the Central Committee of the Vietnam Youth Union and the Ministry of Public Security. The program focuses on the following groups of contents: Propagating, raising awareness and responsibility of youth union chapters at all levels for the work of educating and reforming prisoners and inmates of young age and helping them reintegrate into the community; organizing activities of counseling, legal aid, psychology, civic education, life skills, and life values.

In addition, the program also organizes health care for prisoners, inmates of young age and children under 36 months old who are children of prisoners living with their mothers in prisons; organizes career guidance and vocational training activities for prisoners and inmates of young age and creates jobs, helping them reintegrate into the community; organizes cultural, artistic, physical education and sports exchange activities with prisoners and inmates.

Comrade Nguyen Ngoc Luong, Standing Secretary of the Central Youth Union, President of the Vietnam Youth Union presented a system of exercise machines worth 60 million VND to officers and soldiers of Thanh Lam Prison.
Within the framework of the program, medical examinations, health consultations, and medicine were provided to more than 200 prisoners; meals were given to 650 prisoners; a bookcase with 500 books and a system of exercise machines worth 60 million VND were presented to officers and soldiers of Thanh Lam Prison. At the same time, exchange activities were organized with exemplary prisoners, reformed youths, and prison officers of Thanh Lam Prison.
