Comrade Phan Van Dinh, alias Cong, Tu Dinh, was born on May 11, 1903, in Dong Thai village, Viet Yen commune, now Tung Anh commune, Duc Tho district, Ha Tinh province, a locality rich in traditions of studiousness and patriotic and revolutionary struggle.

Based on the document on the policy of establishing the Indochinese Communist Party brought back from Nghe An by comrade Nguyen Thai, in September 1929, comrade Phan Van Dinh organized a conference to establish the Indochinese Communist Party of Quang Nam province. The provisional provincial Party Committee included comrades Phan Van Dinh, Pham Tham (Pham Tan Khanh), Nguyen Thai; comrade Phan Van Dinh was elected as Secretary.

On March 28, 1930, at Cay Thong Mot, Cam Ha commune (now Tan Thanh block, Tan An ward, Hoi An city), the Quang Nam Provincial Party Committee was established. The provisional Provincial Party Committee Executive Committee consisted of 3 comrades: Phan Van Dinh, Pham Tham, Nguyen Thai. Comrade Phan Van Dinh was appointed as Secretary; Comrade Pham Tham was appointed as Deputy Secretary of the Provincial Party Committee.

The provincial Party Committee had just been established when the provincial Party Committee launched a propaganda campaign to celebrate International Labor Day - May 1. During this propaganda campaign, comrade Phan Van Dinh took responsibility for distributing leaflets in front of the lamp factory, next to Ong Bon pagoda in Hoi An. Many times when accompanying the French Ambassador to various places in the province, he also brought leaflets to distribute on the streets.

Funding for the activities of the Provincial Party Committee was very difficult at that time, so that the Provincial Party Committee could have funds for its activities, comrade Phan Van Dinh voluntarily contributed 15/35 dong of his monthly salary to the Party's operating fund (although comrade Phan Van Dinh had to pay for his family's expenses in Hoi An at the same time).

Later, the Central Region Party Committee was strengthened with three Provincial Party Committee members. Comrade Phan Van Dinh nominated Comrade Pham Tham to replace him as Provincial Party Secretary because Pham Tham's conditions for traveling and working in the countryside and closely following the movement were more favorable. Comrade Phan Van Dinh held the position of Deputy Provincial Party Secretary.

Comrade Phan Van Dinh passed away in 1984. He was awarded the Ho Chi Minh Medal; Third Class Resistance Medal; Third Class Glorious Soldier Medal; Second Class Victory Medal and many other noble awards.
