Faced with complicated weather conditions, on the evening of September 22, Comrade Lai The Nguyen, Standing Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation inspected the flood discharge operation at Cua Dat reservoir (Thuong Xuan); inspected the response work to the rising water level of Chu river in Tho Hai commune (Tho Xuan).

Due to the large water flow into the lake, from morning to 3:00 p.m. on September 22, the water level of Cua Dat Lake rose by 1.2 m. Currently, the amount of water flowing from Laos to Hua Na Lake is about 2,700 m3 /second, the amount of water flowing into the lake is released as much as the amount, so from noon on September 22, the water flow into Cua Dat Lake is about 2,000 m3 /second. In that situation, the Investment and Construction Management Board 3 of the Ministry of Agriculture and Rural Development has implemented an emergency duty regime at the Cua Dat Irrigation Works Exploitation Branch.
From 3:00 p.m. on September 22, after receiving approval from the Ministry of Agriculture and Rural Development and the People's Committee of Thanh Hoa province, the Cua Dat Irrigation Project Exploitation Branch operated the spillway gate and implemented the flood discharge procedure of Cua Dat reservoir. The flood discharge is operated based on the water flow to the reservoir and ensures the reservoir water level is at the normal rising level, while complying with the inter-reservoir operation regulations to ensure the safety of the project and minimize damage to downstream areas.
However, because Hua Na reservoir is discharging flood water at a flow rate of 2,700m3 /second, from 5:00 p.m. on September 22, all 5 spillways of Cua Dat reservoir have been opened and discharged at a flow rate of 2,200m3 /second. According to the report of Cua Dat Irrigation Works Exploitation Branch, by 6:00 p.m. on September 22, the water flow to Cua Dat reservoir was about 3,300m3 /second, so in the coming hours, flood water will be discharged at a flow rate of about 3,000m3 /second.
Through the actual inspection, Standing Deputy Secretary of the Provincial Party Committee Lai The Nguyen requested the Cua Dat Irrigation Works Exploitation Branch to maintain a 24/24 duty regime, ensure 100% of the staff, be proactive in all situations; at the same time ensure the operation of the project according to the approved process. Along with that, check how much water flows into the lake, then release that much and must keep the water level in the lake below 110m to ensure the safety of the dam surface as well as the reservoir.
Continue to warn the downstream areas so that people can proactively raise their belongings, protect their houses, avoid being passive, surprised, not letting their properties drift away, especially not affecting human lives. During the flood discharge process, it is necessary to calculate when to stop releasing to ensure both water storage and safety for the downstream areas and ensure water sources for the 2025 winter-spring crop production.
When inspecting the flooded area at Vung Lau Bridge on Provincial Road 519, the Standing Deputy Secretary of the Provincial Party Committee requested local authorities and functional forces to be on duty regularly, post warning signs and send guards 24/7; at the same time, they must build rafts and rafts to facilitate people's travel. The Standing Deputy Secretary of the Provincial Party Committee assigned the Department of Transport to report to the Provincial People's Committee to declare a state of emergency to promptly handle the flooding situation at Vung Lau Bridge.
Inspecting the response to the rising Chu River in Tho Hai commune (Tho Xuan), Standing Deputy Secretary of the Provincial Party Committee Lai The Nguyen welcomed the locality's spirit in thoroughly implementing the province's directive, proactively evacuating people and mobilizing people to protect their property.
The Standing Deputy Secretary of the Provincial Party Committee requested local authorities to continue to closely monitor the situation to have plans to ensure the health, safety of people's lives and property; at the same time, implement the "4 on-site" motto.
