Welcoming Comrade Liu Ning, Secretary of the Regional Party Committee, Chairman of the Standing Committee of the People's Congress of the Guangxi Zhuang Autonomous Region, China, and the delegation to visit and work in Quang Ninh, Comrade Trinh Thi Minh Thanh, Standing Deputy Secretary of the Provincial Party Committee, affirmed: This is the second consecutive time since 2023 that the Secretary of the Guangxi Zhuang Autonomous Region Party Committee has visited Vietnam. At the same time, it is also the first visit by a Chinese local leader, right after the State visit of Comrade To Lam, General Secretary and President of Vietnam to China. This affirms the special importance that the Secretary of the Regional Party Committee as well as the Guangxi Zhuang Autonomous Region Party Committee attach to promoting friendly cooperation with Vietnam in general and Quang Ninh province in particular.
The Standing Deputy Secretary of the Provincial Party Committee also emphasized that the visit is an important milestone marking the strengthening of the traditional solidarity and friendship between China and Vietnam; the two regions - Guangxi and Quang Ninh provinces. The visit is also a practical activity to concretize the important common perceptions that the senior leaders of the two Parties and States have reached, contributing to consolidating and developing the Vietnam - China Comprehensive Strategic Cooperative Partnership.
Thanking the leaders of Quang Ninh province for their warm and friendly welcome, Comrade Luu Ninh, Secretary of the Regional Party Committee and Chairman of the Standing Committee of the People's Congress of the Guangxi Zhuang Autonomous Region, China, expressed his joy and emotion at having the opportunity to visit Quang Ninh province again. In an atmosphere of friendship, sincerity and trust, the Standing Deputy Secretary of the Provincial Party Committee and the Secretary of the Guangxi Zhuang Autonomous Region Party Committee both agreed that: In the past time, the two provinces and regions have coordinated well to implement the Joint Statement, important agreements and common perceptions of the high-ranking leaders of the two Parties and two countries, making the relationship between the two provinces and regions increasingly become a bright spot, a model of local-level cooperation between Vietnam and China. The functional agencies and localities of the two provinces and regions have concretized and effectively implemented the cooperation contents agreed upon within the framework of the official visit of the Secretary of the Quang Ninh Provincial Party Committee to Guangxi and attended the 2024 Spring Meeting Program and the 15th Conference of the Joint Working Committee, achieving many positive and comprehensive results in all fields, especially in the fields of border trade; investment; opening, upgrading, and managing border gates; agriculture, forestry, culture, sports, health, and education; crime prevention, border security and order, border management and construction; creating positive changes in tourism activities. On the basis of continuing to thoroughly grasp and effectively concretize the common perceptions of the senior leaders of the two Parties and States, especially the two Joint Statements of Vietnam - China in 2022 and 2023 and the Joint Statement, the cooperation contents were agreed upon by General Secretary and President of Vietnam To Lam and General Secretary and President of China Xi Jinping within the framework of the official visit to China in August 2024; Minutes of the 2024 Spring Meeting, the Standing Deputy Secretary of the Quang Ninh Provincial Party Committee hopes that in the coming time, the two sides will continue to visit each other, meet and contact at all levels, exchange letters and telegrams; promptly exchange opinions on important issues, promote substantive and effective cooperation between the two provinces and regions. Strengthen exchanges and cooperation between Party organizations and border localities, deepen the exchange of experiences in Party building, preventing and combating corruption and negativity; Strengthen the organization of people-to-people exchange activities. Continue to effectively implement the three legal documents on the Vietnam-China land border and related agreements; create the most favorable conditions for socio-economic development, ensure security in the border area; join hands to build a peaceful, friendly, stable, prosperous border area and develop together for the happiness of the people.
The Standing Deputy Secretary of the Provincial Party Committee requested the Guangxi Zhuang Autonomous Region to coordinate in implementing measures to facilitate customs clearance, promote investment, trade, and import-export cooperation between the two sides. Coordinate in reporting to the competent authorities of the two countries as soon as possible for investment policies on the Lao Cai - Hanoi - Hai Phong - Quang Ninh railway line. Actively coordinate in implementing the pilot construction of a cross-border economic cooperation zone.
In the field of tourism, the Standing Deputy Secretary of the Provincial Party Committee hopes that the two provinces and regions will continue to strongly promote tourism cooperation, build tourism cooperation relations between the two localities to become a model of Vietnam - China border tourism. In particular, research and develop tourism products for tourists through the bilateral border gates of Hoanh Mo (Vietnam) - Dong Trung (China); soon restore the sea tourism route of Phong Thanh - Ha Long, Bac Hai - Ha Long, the type for tourists to use a passport to visit Mong Cai city during the day; remove difficulties for self-driving tourist cars.
In 2025, the Spring Meeting Program between Provincial and Regional Secretaries and the 16th Conference of the Joint Working Committee between Quang Ninh, Lang Son, Cao Bang, Ha Giang provinces and Guangxi Zhuang Autonomous Region will be held in Quang Ninh. Quang Ninh Province hopes and requests that Guangxi Zhuang Autonomous Region pay attention and closely coordinate with Quang Ninh Province and Vietnamese parties to successfully organize the Program.
Agreeing with the opinions of the Standing Deputy Secretary of the Quang Ninh Provincial Party Committee, Secretary of the Guangxi Zhuang Autonomous Region Party Committee Liu Ning affirmed his determination to implement the high-level common awareness of the leaders of the two Parties and the two States of Vietnam and China; promote cooperation, expand and deepen friendly exchanges between the two provinces and regions.
