On the afternoon of March 20, Comrade Bui Thi Minh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Deputy Head of the Provincial Steering Committee on Science, Technology, Innovation and Digital Transformation (CDS) Development, worked with specialized agencies advising and assisting the Provincial Party Committee on science, technology, innovation and digital transformation development.
Comrade Bui Thi Minh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council delivered a concluding speech at the meeting.
Implementing resolutions and decisions on digital transformation, in recent times, the awareness of Party committees at all levels, the Fatherland Front, socio-political organizations, civil servants and public employees about the role and importance of information technology (IT) and digital transformation has been significantly improved. The Standing Committee of the Provincial Party Committee and the Standing Committee of the Provincial Party Committee promptly issued many leadership and direction documents to promote the development of IT and digital technology in the entire system of Party agencies, the Fatherland Front and socio-political organizations. The work of cryptography, security and information security has been focused on by Party committees and authorities, with unified and synchronous leadership, direction and implementation, achieving many important results. Agencies and units have paid attention to investing in and applying information technology and digital transformation in management and operation, contributing to administrative reform in the Party, the effective implementation of the National Digital Transformation Program and the Digital Transformation Program of Hoa Binh province for the period 2021 - 2025, with a vision to 2030.
100% of agencies and units from the province to the commune, ward and town levels serve the exchange of electronic documents on the network environment. The Provincial Party Committee's common data integration center was deployed and put into use since 2020, ensuring Tier II standards and regulations suitable to the characteristics of Party agencies. The specialized data transmission network system and the internet are connected and managed separately to ensure information safety and security. The online conference system was invested and put into use since 2017, connected to 4 levels...
However, the district-level cryptographic organization is thin and not yet fully covered. The staff working in IT and digital transformation is still lacking in number, the professional qualifications of some staff are limited; and the degraded technological equipment has not been upgraded or supplemented in a timely manner.
Concluding the working session, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council emphasized: The organization and implementation of all viewpoints, goals, tasks and solutions proposed on digital transformation in the activities of the provincial Party agencies aim to innovate, create comprehensive, strong and substantial changes, improve the quality in leadership, direction, management, working style, working manners and improve efficiency, reduce the time to handle work of cadres, civil servants and public employees, making an important contribution to administrative procedure reform in Party agencies. In the coming time, it is recommended that the Provincial Party Committee Office be the standing unit participating in guiding the advisory agencies on digital content. Strengthen the updating of digital conference records. For the Provincial Party Committee's Organizing Committee, deploy software to monitor the progress of Party congresses at all levels such as: receiving the congress vote counting software transferred by the Central Organizing Committee, organizing training on transfer to district and city Party committees to ensure technical standards. Agencies and units must digitize documents for handover when merging the apparatus, completion time is April 2025.
