Continuing the eighth session program, on the afternoon of July 10, the 17th Provincial People's Council divided into 8 discussion groups, focusing on clarifying a number of issues related to reports, submissions, and draft resolutions submitted to the session.

The discussion session in the group was lively, frank and serious, the delegates clearly demonstrated a high sense of responsibility towards voters and people. The opinions expressed closely followed the discussion suggestions of the session chair, basically agreeing and highly agreeing with the reports and submissions presented at the session. Commenting on the report on the implementation of the socio-economic development plan in the first 6 months of the year, the directions and tasks for the last 6 months of 2024, the delegates said that the report had closely, correctly, fully and comprehensively assessed all areas. In which, it was affirmed that: Although there are many difficulties and challenges, the socio-economic development situation of the province continues to achieve many positive and comprehensive results. The economic growth rate reached 7.96% over the same period in 2023, ranking 16th out of 63 provinces and cities nationwide. The cultural and social fields were comprehensively directed, social security was ensured; National defense and security were strengthened, political security and social order and safety were ensured. This result affirmed the close and timely leadership and direction of the Provincial Party Committee, People's Council and People's Committee, especially the correct decisions of the Provincial People's Council approved at the meetings, which provided timely support and created great momentum for the province's development. The delegates also clarified the causes, added some shortcomings and limitations and made recommendations on some issues that many voters were concerned about, such as: environmental pollution; collection and treatment of household waste; land management, issuance of land use right certificates; site clearance; investment attraction; implementation of key projects; difficulties and obstacles in implementing some resolutions of the Provincial People's Council; Criminal cases are still at a high level, especially online fraud crimes that are increasingly sophisticated and complicated... Giving comments on the reports and draft resolutions presented at the meeting, delegates basically agreed with the necessity of issuing resolutions, contributing to promoting the socio-economic development of the province.

Speaking at the group discussion session, comrade Ngo Dong Hai, member of the Party Central Committee, Secretary of the Provincial Party Committee, assessed that in recent times, under the focused, close and timely leadership of the Party Committee and the government, the dynamic and creative participation in the implementation of all levels, sectors and localities, the consensus of all classes of people, and the efforts of the business community, our province has made many improvements in implementing the goals and tasks of socio-economic development; however, it is necessary to look at the essence of each field to carefully assess the results achieved, the limitations, shortcomings and causes; from there, there are solutions to continue to break through and rise up. Each sector and each field must find its own path with sustainability and breakthroughs to create new values because the goals set by the province have high expectations and great challenges, and therefore the responsibility must be even higher and only effectiveness and specific results can help us overcome and reach new heights.
Based on the contents discussed and evaluated at the meeting, the Provincial Party Secretary requested the Standing Committee of the People's Council, the People's Council committees and the Provincial People's Council delegates to closely follow the reality, increase contact, listen to the opinions of voters and people to advise the Provincial People's Council to issue resolutions, mechanisms and policies that are synchronous, popular, appropriate, put into practice and effective. Each Party Committee, government, organization and individual must strive to rise stronger, spread more, become more responsible, become a mission, determined to successfully implement the goals set out in the Resolution of the 20th Provincial Party Congress.
The opinions discussed at the delegates' groups will be summarized and reported at the Provincial People's Council meeting on the morning of July 11, 2024.
