Overview of the regular meeting of the Provincial People's Committee in June 2024.
Economy and society are among the top 10 provinces in the country.
The meeting spent most of its time assessing the results of the implementation of socio-economic development tasks, ensuring national defense and security in the first 6 months of 2024; construction investment plan; public investment plan for 2025; and budget revenue and expenditure results.
According to the report of the Provincial People's Committee, the province's socio-economic situation has developed stably, achieving a fairly high growth rate, ranking among the top 10 provinces in the country. The province has mobilized and effectively used resources to build many key projects and works; promptly adjusted and supplemented the medium-term public investment plan for the period 2021-2025 and 2024.

Specifically, the total product in the province (GRDP) is estimated to increase by 8.84% over the same period (ranked 9th out of 63 provinces and cities; ranked 2nd out of 14 provinces in the midland and mountainous region of the North); industrial production value (2010 comparative price) is estimated at 11,587.5 billion VND, equal to 48.8% of the plan, up 19% over the same period in 2023; agricultural, forestry and fishery production value (2010 comparative price) is estimated at 4,852.7 billion VND, reaching 42.9% of the plan, up 5.4% over the same period in 2023; afforestation of 9,731.6 hectares, reaching 92.7% of the plan; attracting 1.86 million tourists, reaching 67.6% of the plan, total revenue from tourists is 2,271 billion VND, reaching 63.1% of the plan; State budget revenue in the area is estimated at 1,930 billion VND, reaching 50% of the estimate; the urbanization rate is estimated to reach 25.5% by the end of June 2024; the rate of people with health insurance cards is 94.4%; 16,875 workers have jobs, reaching 74.8% of the plan...
The progress of public investment disbursement has been accelerated, with the disbursement rate higher than the national average. Tourism activities have flourished, attracting a large number of tourists. The administrative reform index (Parindex) in 2023 reached 88.46%, ranking 16th out of 63 provinces and cities (up 3.12%, up 16 places compared to 2022); actively removing difficulties and obstacles for non-budget investment projects.
Determined to overcome difficulties

Although there were many positive signs in the socio-economic development in the first 6 months of the year, some shortcomings and limitations were pointed out in the report: Main industrial products, export value of goods, disbursement progress of National Target Programs were lower than planned; payment and refund of key projects have not met the requirements; site clearance of some projects to be completed in 2024 has not been completed; the progress of implementing some non-budget projects is still slow to put into operation; the enrollment and training rate at training institutions, the number of high-quality human resources attracted to work in the province is still low, especially in the education and health sectors; the scale of non-public general education is slow to develop; the handling of collectives and individuals with violations discovered through inspections under the authority of some grassroots units is not timely; the settlement of complaints, denunciations, recommendations and reflections in some units is still slow...
Director of the Department of Planning and Investment Van Dinh Thao presented the Report on socio-economic development results, national defense and security in the first 6 months of 2024.
In order to strive to achieve the growth target of 2024, the total product in the province (GRDP) increased by 9% compared to the same period in 2023, the sectors discussed, analyzed the causes and proposed solutions. Director of the Department of Industry and Trade Hoang Anh Cuong clarified some limitations of industrial products that have not yet met the plan. At the same time, he proposed to continue to organize to remove obstacles for projects. Districts need to pay attention to the capacity of investors. The implementation of urban area projects must be quick to put into operation. Relevant sectors and localities need to actively handle existing problems in basic construction.
Director of the Department of Agriculture and Rural Development Nguyen Dai Thanh said that currently, communes are making efforts to maintain the new rural criteria. OCOP products are showing positive signs with the export of some products to some countries.
Regarding budget collection, Director of the Provincial Tax Department Truong The Hung said that the difficulties in the last 6 months of the year were collecting land use fees with a revenue of more than 250 billion VND; the extension of personal income tax, VAT, and land rent by the Government until the end of the year also affected the collection progress. Proposing to remove difficulties, the Tax Department requested the Provincial People's Committee to determine land prices so that districts can auction land use rights in the third quarter; promptly approve plans to exploit mineral mines. The departments and People's Committees of districts and cities vigorously implement urban area projects, production and business projects, and non-budget projects.

Chairman of Tuyen Quang City People's Committee Tran Viet Cuong raised difficulties in budget collection, and at the same time proposed to the Provincial People's Committee to determine land prices so that the city can organize auctions of land use rights and allocate land to resettled households. He asked the city to auction commercial land to meet land collection targets.
In addition, Na Hang district proposed to complete the lake bed fee collection level, soon complete the measurement of the district's land records; Yen Son district proposed that the Provincial People's Committee soon have a policy to expand or plan the Nhu Khe Waste Treatment Area to a new location or invest in building a waste treatment plant, and arrange funds for wastewater treatment from waste.
Concluding the meeting, Chairman of the Provincial People's Committee Nguyen Van Son emphasized that in the context of many difficulties and challenges, all levels and sectors have been proactive, creative and innovative in management to accelerate the approach to the annual plan targets.
He emphasized that all levels and sectors need to strictly grasp the Working Regulations and Work Programs of the Provincial People's Committee, sectors and localities to comprehensively complete the tasks of the year. Along with that is the determination to overcome difficulties and challenges; determination to implement "not saying no, no it's difficult, not saying yes but not doing"; protecting cadres who dare to think and dare to do for the common good; determination to improve business investment, remove obstacles, strengthen decentralization, delegation of power, reform administrative procedures; determination to complete the goals of the year.

He suggested that sectors and localities should immediately remove bottlenecks and obstacles at the grassroots level, proactively resolve them within their authority, and not rely on superiors. In particular, in determining land prices, the Provincial People's Committee should take the lead and have the participation of sectors and localities.
In addition, it is necessary to proactively assess the impact of laws and decrees to advise on the development of resolutions for implementation; strengthen the management of land, minerals and resources.
Regarding the disbursement of public investment capital, the Chairman of the Provincial People's Committee requested each investor to review the recommendations. Budget revenue and expenditure need to have a specific plan and scenario for the next period to ensure the requirements and assigned plans are met.
Related sectors need to prepare well for other tasks such as: High School Graduation Exam, Thanh Tuyen Festival; strengthen grasping, managing the grassroots, receiving citizens to resolve problems from the grassroots.
