In his closing speech at the question and answer session, National Assembly Chairman Vuong Dinh Hue stated that after 2.5 days of serious, focused, and enthusiastic work, with a constructive spirit, enthusiasm, and high responsibility, 457 National Assembly deputies registered to participate in the question and answer session; 152 National Assembly deputies exercised their right to question and answer, of which 39 deputies debated.
As for the delegates who have not been able to question and debate, the National Assembly Chairman requested that the delegates send documents to the Prime Minister and Ministers and heads of sectors to receive direct written responses.
The National Assembly Chairman said that this was the first time in the 15th tenure that the Prime Minister, all Deputy Prime Ministers and 21 Ministers and Heads of sectors directly answered questions from National Assembly deputies.
With a very wide range of questions, the National Assembly deputies demonstrated a high sense of responsibility, carefully studied the reports, asked short, clear, focused questions, and went straight to the point. The Government members and heads of sectors had a firm grasp of the current situation of their sectors and areas of responsibility, and basically answered frankly, explained seriously, clarified many issues and proposed solutions to overcome them.
The National Assembly acknowledged and appreciated the seriousness, openness, and sense of responsibility of Government members and sector heads in answering questions and absorbing opinions of National Assembly deputies.
The National Assembly Chairman stated that, through the reports of the Government, the Supreme People's Court, the Supreme People's Procuracy, the State Audit, the verification reports of the National Assembly agencies and the results of the question and answer session, it can be seen that, basically, the National Assembly's resolutions have been seriously and responsibly implemented by the agencies with many synchronous solutions, creating positive changes and achieving specific results in most areas, contributing significantly to the successful implementation of the tasks, goals and targets for annual socio-economic development according to the National Assembly's resolutions.
In addition, reports from agencies and questions from National Assembly deputies at the session also pointed out that the implementation of some resolutions and tasks is still slow, some contents and targets in the resolutions have not been completed, have not met requirements, have been slow to change, have not been completely resolved or still have difficulties and problems, which need to be overcome, removed and completely resolved in the coming time.
The National Assembly Chairman said that based on the results of the question-and-answer session, the National Assembly will consider issuing a Resolution on the question-and-answer session at the end of the session. At the same time, he requested the Government, the Supreme People's Court, the Supreme People's Procuracy, Ministers and Heads of sectors to fully absorb the opinions of National Assembly deputies, continue to resolutely, synchronously and comprehensively implement the National Assembly's resolutions on supervision and question-and-answer, focusing on promptly, fully and effectively overcoming shortcomings, limitations and weaknesses in each field.
On behalf of the National Assembly Standing Committee, the National Assembly Chairman reviewed a number of contents, including strengthening discipline and order, improving coordination between levels, sectors, localities, agencies and units in the work of building and enforcing laws.
Some requirements for the general economic sector include: promoting economic restructuring, renewing the growth model, effectively implementing solutions to promote the development of enterprises and business households; Focusing all efforts to promptly complete, approve, and decide on national sectoral planning, regional planning, and provincial planning; Reviewing legal documents, unifying awareness, not allowing problems and inadequacies in the use of regular investment expenditures to be prolonged and blocked.
Strengthen the responsibility of leaders in implementing the Project on restructuring state-owned enterprises, focusing on state-owned corporations and groups in the 2021-2025 period, speeding up the equitization and divestment of state capital in enterprises. Strictly control budget deficit, public debt, government debt, national foreign debt, debt service cost ratio, etc. Perfect the law on management and use of public assets.

For the economic sector: Urgently approve and deploy the Plan to implement the National Energy Master Plan and Power Plan 8; Promote administrative reform, facilitate import and export of goods; Review and revise the set of criteria for new rural areas for the period 2021 - 2025 to ensure suitability for each locality, region and area;
Focus on removing difficulties and obstacles, speeding up progress and improving the quality of transport infrastructure projects, especially key projects and works; Urgently completing the construction of a national database on land….
For the internal affairs and justice sectors: Quickly complete the system of job positions in the entire political system from central to local levels, especially in administrative agencies, organizations and public service units; Quickly submit to the National Assembly for consideration, amendment and supplementation of the Law on Fire Prevention and Fighting and related laws to ensure consistency and unity in the legal system;
Continue to promote the work of preventing and combating corruption and negativity with the motto: "no forbidden zones, no exceptions, no privileges, regardless of who the person is"; Urgently complete the legal corridor, including proposing to build the Law on Personal Data Protection in 2024...
For the cultural and social fields: Pay attention to allocating resources for education, training and culture. Develop and submit to the National Assembly for promulgation the National Target Program on revitalizing and developing Vietnamese culture at the nearest session;
Continue to shift the development of traditional telecommunications infrastructure to digital infrastructure. Focus on effectively implementing the Program for providing public telecommunications services until 2025; Promptly amend and supplement the Law on Science and Technology; Continue to fundamentally and comprehensively innovate education and training.
Strengthen quality control, efficiency of compilation, appraisal and publication of textbooks; seriously implement the Resolution of the National Assembly Standing Committee on supervision of general education programs and textbooks;
Developing the team of teachers and education managers; overcoming the situation of local surplus and shortage of teachers and shortage of teachers to teach new subjects; Effectively organizing the implementation of the Vocational Education Development Strategy for the period 2021-2030, the Vocational Education Institution Network Planning for the period 2021-2030, with a vision to 2045...
Continue to innovate and improve the quality of implementing social policies; Continue to promote disease prevention and control, protect people's health; Correct and strictly handle violations in purchasing drugs, medical equipment and profiteering from the Health Insurance Fund, prescribe the use of medical services beyond the necessary level in medical examination and treatment...
