Accordingly, the Planning of Hung Yen province for the period 2021-2030, with a vision to 2050, defines the general goal that by 2030, Hung Yen will develop rapidly and sustainably, becoming a modern industrial province with an economic scale and development level among the leading ones in the country; a synchronous and modern economic and social infrastructure system; industry in the strong development group of the country; sustainable development following the green transformation trend based on the development of a circular economy and green economy; society developing in harmony with nature; cultural identity is preserved and promoted; the material and spiritual life of the people is improved; national defense and political security, social order and safety are ensured.
Regarding specific economic targets, strive for a GRDP growth rate of about 9.0%/year in the 2021-2030 period; GRDP per capita by 2030 to reach 278 million VND. The province's economic structure by 2030: Agriculture, fishery 3.6%; industry, construction 64.1%; service sector 25.4%, product tax minus subsidies 6.9%. Total social investment capital in the 2021-2030 period is about 700 trillion VND. Export turnover of goods reaches about 12 - 13 billion USD by 2030, with a growth rate of 8.5 - 9.0%/year in the 2021-2030 period.
Vision to 2050, Hung Yen becomes a centrally-governed city; a smart, beautiful, civilized, cultured city, rich in cultural identity, fully promoting the core values of ancient Pho Hien culture; a livable place in the Red River Delta; a synchronous and modern infrastructure system; a connecting center between localities in the region and the whole country.
Regarding the development direction of important sectors and fields, Hung Yen Provincial Planning identifies 3 important sectors: Industry; Services; Agriculture. Specifically, developing industry in depth, creating a breakthrough in improving productivity and quality, associated with the goal of ensuring conditions for green growth and sustainable development. Focusing on developing priority industries including: High-tech industry associated with digital technology (manufacturing electronic products, telecommunications, semiconductor chips, optical products, software manufacturing, digital technology products;...); electrical and energy equipment manufacturing industry;...
Regarding the service sector, rapidly and sustainably develop all types of trade in the province, build Hung Yen province into a trade and economic center of the Red River Delta and the Hanoi Capital region. Consolidate and develop distribution channels of goods in a civilized and modern direction; harmoniously combine the development of traditional trade types with the development of e-commerce. Develop tourism into an important economic sector with a synchronous technical infrastructure system; quality, diverse, environmentally friendly, branded tourism products, bearing the cultural identity of Pho Hien - Hung Yen and the Red River Delta, especially cultural, historical, religious, ecological, resort tourism, ... making Hung Yen an attractive tourist destination with high competitiveness.
Regarding agriculture, develop agriculture in an ecological, modern, and sustainable direction; produce high-quality, efficient, and highly competitive goods on the basis of developing high-tech agriculture, smart agriculture, clean agriculture, organic agriculture, and circular agriculture associated with the formation of large-scale specialized agricultural production areas and strengthening chain linkages.
Regarding the plan for organizing socio-economic activities, Hung Yen Provincial Planning determines the organization of socio-economic activities of the province according to the "network" model, integrated multi-polarity, based on the development framework structure including: 02 regions, 02 corridors, 05 axes, 03 centers. Specifically, the 02 socio-economic regions include: The Southern Development Region is the urban development region - science and technology - service - tourism and high-tech industry; The Northern Development Region is the dynamic urban - industrial development region of the province associated with the capital Hanoi, Noi Bai International Airport, the important national and international economic - urban corridor axis and Lach Huyen international gateway seaport.
The two economic corridors are the regional industrial-urban corridor linked to National Highway 5 and the Hanoi-Hai Phong Expressway and the Red River cultural-historical-ecological corridor, developing historical, cultural and ecological tourism linked to the "Heritage" route along the Red River.
The development axes include: The North-South development axis is the main axis of socio-economic development of the province; The North-South development axis in the East is the eastern connecting axis promoting industrial - urban - service development; The beltway axis 4 connects the Hanoi - Hai Phong expressway with the Cau Gie - Ninh Binh expressway, connecting Van Giang urban area of Hung Yen with Thanh Tri and Thuong Tin areas of Hanoi; The Bo Thoi - Dan Tien expressway connecting axis is the axis connecting the Hanoi - Hai Phong expressway with the Cau Gie - Ninh Binh expressway, following the direction of National Highway 21, connecting the Bo Thoi and Khoai Chau urban areas of Hung Yen with the satellite city of Phu Xuyen and the southern area of Hanoi city; National Highway 38 and National Highway 38B are economic axes connecting Hung Yen with Ha Nam and Hai Duong provinces.
The plan for organizing socio-economic activities of the province identifies 03 central urban areas, of which Hung Yen city is the central urban area of the province and the southern region, playing the role of the administrative, political, socio-economic, cultural, tourism, educational, training, scientific and technological center of the province. Van Giang urban area is the central urban area of the northern region, developing in the direction of ecology, intelligence and modernity. My Hao urban area is the central urban area of the northern region, developing in the direction of industrial urban area, commercial services and housing in the direction of intelligence and modernity./.
