Accordingly, the maximum price (excluding VAT) of the highest ground-mounted solar power plant price frame without battery storage system in the North is 1,382.7 VND/kWh; floating solar power is 1,685.8 VND/kWh.
Similar solar power systems in the Central region cost VND1,107.1/kWh and VND1,336.1/kWh; in the South, the prices are VND1,012.0/kWh and VND1,228.2/kWh.
Electricity prices are divided into three regions.
For solar power plants with battery storage systems, the maximum price for ground-mounted solar power in the North is 1,571.98 VND/kWh, and floating solar power is 1,876.57 VND/kWh.
In the Central region, these types of solar power cost VND1,257.05/kWh and VND1,487.18/kWh, respectively. In the South, these types of solar power cost VND1,149.86/kWh and VND1,367.13/kWh, respectively.
The parameters of the battery storage system used to calculate the maximum price of the electricity generation price frame for the type of solar power plant with a battery storage system are specifically regulated.
In which the minimum capacity is 10% of the solar power plant capacity; storage/discharge time is 2 hours; the proportion of charging power output is 5% of the plant's output.
The application of the above price framework is based on the provisions of Circular 09 of the Ministry of Industry and Trade, which stipulates the documents, procedures, methods for determining and approving the electricity generation price framework, and stipulates the documents, procedures, and construction and electricity import price framework; proposed by Vietnam Electricity Group (EVN).
Currently, the electricity generation price framework for renewable energy plants, including solar power plants, is implemented according to the provisions of Decision 21 issued by the Ministry of Industry and Trade from January 2023.
In which, the ceiling price of electricity generation for ground-mounted solar power plants is applied at 1,184.90 VND/kWh and floating solar power is 1,508.27 VND/kWh, regardless of regions and types of power sources including battery storage and non-battery storage.
Apply price framework as proposed by EVN
Previously, EVN also proposed a price framework for renewable energy sources. Most of these price frameworks are lower than the current levels.
Specifically, for ground-mounted solar power in the North, the price is 1,382.7 VND/kWh; in the Central region, it is 1,107.1 VND/kWh; in the South, it is 1,012 VND/kWh; for floating solar power plants, the price is 1,685.8 VND/kWh in the North, 1,336.1 VND/kWh in the Central region, and 1,228.1 VND/kWh in the South.
Thus, the approved price for ground-mounted solar power without battery storage is applied as the proposed price of EVN. However, the Ministry of Industry and Trade adds the type of solar power source with battery storage system as the basis for calculating the price.
According to some renewable energy investors, the price framework mechanism as proposed by EVN, the current price is too low, lower than the current price, so it is not attractive enough.
Especially when the proposed price is in VND, while the investor borrows in USD to import equipment, determining the price in VND can pose risks to the investor, especially in the context that many projects are at risk of retroactive electricity prices due to the lack of a certificate of completion acceptance from a competent state agency (CCA).
