Approval of solar power price framework, the highest in the North

For solar power plants without battery storage systems, the maximum electricity price (excluding VAT) is calculated according to 3 regions.

In the North, the price of solar power (ground) is 1,382.7 VND/kWh; in the Central region it is 1,107.1 VND/kWh and in the South it is 1,012 VND/kWh. As for floating solar plants, the electricity prices in the three regions are 1,685.8 VND/kWh, 1,336.1 VND/kWh and 1,228.2 VND/kWh respectively.

For solar power plants with battery storage systems, the maximum price (excluding VAT) will be higher. Specifically, in the North, the electricity price of a ground-mounted solar power plant with a battery storage system is 1,571.98 VND/kWh; in the Central region, it is 1,257.05 VND/kWh and in the South, it is 1,149.86 VND/kWh. For a floating solar plant with a battery storage system, the electricity price in the three regions is 1,876.57 VND/kWh, 1,487.18 VND/kWh and 1,367.13 VND/kWh, respectively.

Based on this electricity price framework, Vietnam Electricity Group (EVN) and the power generation unit sign a power purchase contract according to regulations.

According to the Ministry of Industry and Trade, the price of solar power in the North is higher, this is an area with much lower solar radiation intensity than the Central and Southern regions. To encourage investment in solar power plants in the North, there needs to be a higher price framework mechanism (due to low electricity output received) than the other two regions. That is, the electricity generation price framework will be determined based on the solar radiation intensity of each region.

In addition, the Ministry of Industry and Trade issued a price frame for electricity generation for hydropower and combined-cycle gas turbine thermal power plants using natural gas.

Accordingly, the electricity generation price frame in 2025 for hydropower plants is 0 - 1,110 VND/kWh (excluding water resource tax, forest environmental service fee, water resource exploitation right fee and value added tax). The maximum price is 1,110 VND/kWh.

The 2025 electricity generation price frame applicable to combined-cycle gas turbine thermal power plants using natural gas is 0 - 3,069.38 VND/kWh (excluding value added tax). The maximum price is 3,069.38 VND/kWh.

Previously, EVN also proposed a price framework for renewable energy sources, but most of these price frameworks were lower than the current levels.
