Approving the Plan to implement the Thanh Hoa Provincial Planning for the period 2021 - 2030, with a vision to 2045
To achieve the GRDP growth target of over 10.1% on average annually in the 2021 - 2030 planning period, Thanh Hoa province is expected to need to mobilize a total social investment capital of about 1.65 million billion VND.

This is one of the main contents of Decision No. 929/QD-TTg dated August 31, 2024 on the Plan to implement the Thanh Hoa Provincial Planning for the period 2021 - 2030, with a vision to 2045, recently signed and issued by Deputy Prime Minister Tran Hong Ha.
The plan was issued to effectively implement Decision No. 153/QD-TTg of the Prime Minister approving the Thanh Hoa Provincial Planning for the 2021-2030 period, with a vision to 2045.
Assign responsibility for presiding over and coordinating between Thanh Hoa province and central ministries and branches to ensure effective implementation of the Provincial Planning. Synchronize the planning system in the province; ensure consistency between the Provincial Planning and the National Master Plan.
According to the Plan, one of the main contents is to review and abolish plans on investment in the development of specific goods, services and products, determine the volume and quantity of goods, services and products produced and consumed in the area and plans that are no longer suitable to reality and legal regulations; publicly announce the list of plans integrated into the Provincial Planning that have expired according to Article 59 of the Law on Planning.
By 2025, complete the review, establishment and adjustment of urban and rural planning, technical and specialized planning in Thanh Hoa province according to the provisions of law, ensuring consistency and synchronization with the approved Provincial Planning.
The Decision clearly states the principle of determining public investment projects as prioritizing the implementation of infrastructure projects that create great spillover effects, especially the province's strategic transport infrastructure, ensuring synchronization, modernity, comprehensiveness, promoting regional and intra-regional connectivity; infrastructure of Nghi Son Economic Zone and industrial parks; infrastructure of healthcare, education, culture, sports, social security, and science.
Continue to prioritize investment in completing irrigation infrastructure, dykes, water supply, waste and wastewater treatment, healthcare, education, social security, national defense, security, environmental protection, natural disaster prevention and mitigation, adaptation to climate change and rising sea levels; support the implementation of green development and sustainable development goals; pay attention to investing in infrastructure to serve the socio-economic development of ethnic minority, mountainous and border areas of the province.
In the industrial sector: Chemical production, post-petrochemical refining, petrochemical refining auxiliaries; metallurgy, mechanical engineering; energy industry; electronic equipment, components, telecommunications equipment, automation equipment in production; medical equipment, pharmaceuticals; construction materials manufacturing industry; textiles, leather shoes (mountainous areas); accessories for the garment and shoe industry.
In the agricultural sector: Large-scale, high-quality agricultural production associated with the development of raw material areas and product processing; high-tech, smart agricultural production projects, organic agriculture according to the value chain; attracting projects for preserving and processing agricultural and forestry products for export; projects for producing raw materials and processing animal feed and aquatic products.
In the service sector: Tourism projects, high-end resort hotels associated with strengths in sea tourism, eco-tourism; attracting software development projects, digital technology, commercial projects, logistics services in key economic zones of the province.
Assign the People's Committee of Thanh Hoa province to organize the announcement, propaganda, and dissemination of information widely to the People, relevant agencies, organizations, domestic and foreign investors and direct the implementation of the Plan to implement the Thanh Hoa Provincial Planning, creating consensus and favorable conditions for implementing development projects identified in the Thanh Hoa Provincial Planning for the period 2021 - 2030, with a vision to 2045.
Research, develop and promulgate under authority or submit to competent authorities for promulgation mechanisms, policies and solutions to implement the tasks identified in the Provincial Planning Implementation Plan.
Proactively review and promptly submit to the Prime Minister for consideration the adjustment of the Provincial Planning in accordance with the practical situation and actual conditions in the locality.
