Kon Tum City People's Committee is responsible for publicly announcing the 2024 land use plan in the City in accordance with regulations; strictly implementing the approved land use plan.
Kon Tum Provincial People's Committee has just approved the 2024 Land Use Plan of Kon Tum City. Accordingly, the area of land allocated in the planning year is 43,601.17 hectares. Of which, agricultural land is 31,261.92 hectares; non-agricultural land is 12,151.90 hectares; unused land is 187.35 hectares.
The land recovery plan is 1,267.29 hectares. Of which, agricultural land is 1,060.73 hectares; non-agricultural land is 194.66 hectares; unused land is 11.90 hectares.
The land use conversion plan is 1,242.70 ha. Of which, agricultural land converted to non-agricultural land is 1,226.81 ha; non-agricultural land not residential land converted to residential land is 15.89 ha.
The plan to put unused land into use is 13.63 ha. Of which, the total area of unused land into use is 13.63 ha; the area used for non-agricultural purposes is 13.63 ha.
Kon Tum City People's Committee is responsible before the law and the Provincial People's Committee for the accuracy, legality, consistency of data and documents with reality and compliance with legal regulations in the submitted documents.
The Department of Natural Resources and Environment is responsible before the law and the Provincial People's Committee for the appraisal content, completeness, accuracy, validity, and consistency of the records, data, documents, and submitted content.
Kon Tum City People's Committee is responsible for publicly announcing the 2024 land use plan in the city in accordance with regulations; strictly implementing the approved land use plan to ensure consistency in land management and use in accordance with the approved land use plan.
On the basis of the approved land use plan, the People's Committee of Kon Tum City is only allowed to organize land recovery, land allocation, land lease, and land use purpose conversion, and must appraise the land use demand based on the limit prescribed by the Provincial People's Committee when it has ensured the provisions of law, in accordance with the Construction Planning, Urban Planning, regulations on connection to national highways, provincial roads, Land Use Planning for the period 2021-2030 of Kon Tum City, in accordance with the land use targets in the land zoning plan according to functional areas and each type of land in the district-level administrative unit in the Kon Tum Provincial Planning for the period 2021-2030, with a vision to 2050, and the 5-year Land Use Plan 2021-2030 at the provincial level.
“When implementing land recovery for projects using rice-growing land, protective forest land, special-use forest land for other purposes that are not subject to investment decisions by the National Assembly or investment policy approval by the Prime Minister, there must be a written approval of the Prime Minister for the change of land use purpose or a Resolution of the Provincial People's Council allowing the change of land use purpose according to the provisions of Clause 1, Article 58 of the 2013 Land Law and Clause 2, Article 68 of Decree No. 43/2014/ND-CP. For projects under the provisions of Clause 3, Article 62 of the 2013 Land Law, land recovery can only be carried out when there is a Resolution of the Provincial People's Council approving the list of land recovery,” the Provincial People's Committee requested.
The Provincial People's Committee also requested the Kon Tum City People's Committee to strengthen inspection and supervision of the implementation of land use plans; resolutely handle violations of land use plans approved by competent authorities; regularly check the progress of project investment and reclaim land for projects that are slow or not implemented; have appropriate mechanisms and policies to attract investors to build infrastructure; develop tourism, services and trade; strictly control the spontaneous conversion of rice-growing land to perennial crop land, aquaculture land or land for other purposes not according to the land use plan; well implement the policy of reclaiming, changing the purpose, and leasing land in accordance with the plan approved by competent authorities; be responsible for and organize the implementation of the 2024 Land Use Plan to ensure compliance with the land use planning for the period 2021-2030 and the Planning in Kon Tum City; Quarterly report on the implementation of the City's land use plan to the Provincial People's Committee (through the Department of Natural Resources and Environment) for monitoring and synthesizing reports to the Ministry of Natural Resources and Environment.
