Deputy Prime Minister Bui Thanh Son has just signed a decision to issue an additional appendix, updating the list of power source projects to implement the 8th power plan.

Specifically, supplement and update the list of types of power sources and power grids operating until 2030. Including medium and large hydropower plants: Dak Mi 1 hydropower plant; Bac Ai pumped storage hydropower plant; flexible power plant in Ninh Binh.

Large number of additional wind power projects

The largest number of projects added is wind power, with a total capacity of more than 8,218MW in 22 provinces and cities. For example, nearshore wind power projects include Xuyen Moc (Vung Tau) phase 2; Thien Long Ngan Son wind power (Bac Kan province); VPL Ben Tre wind power; Van Canh Binh Dinh wind power (Binh Dinh province)...

Small hydropower projects include Boc Bo hydropower project (Bac Kan); Song Vo hydropower project (Binh Dinh); Van Hoi hydropower project (Binh Dinh); Ma Thi Ho hydropower project (Dien Bien); Nam He Ha hydropower project (Dien Bien); Nam He Thuong 1 hydropower project (Dien Bien); Giao An II hydropower project (Ha Tinh)...

The list of added biomass power projects includes An Giang 1 project; Nui To I biomass power; Bac Kan 1 biomass power (Bac Kan province); Dong Thap biomass power. Waste-to-energy and power generation plant in Bac Giang; Long My waste-to-energy; Soc Son waste-to-energy (Hanoi); pilot battery storage system (Khanh Hoa)...

Many new transformer projects were also built, including power line projects, including: new construction of Phu Binh 2 transformer station; Phu Binh 2 - Thai Nguyen - Bac Giang power line;

Truong Son – Do Luong wind power line and expansion of 02 220kV bays at Do Luong 220kV transformer station; Savan 1 wind power line – Lao Bao 220kV transformer station…

According to the recently approved decision, localities need to continue reviewing the implementation of inspection conclusions for projects included in the inspection conclusions.

Legal issues of each power project are related to overlapping with other plans during implementation.

For projects that overlap with other planning, localities need to consult relevant agencies according to regulations, ensuring that each project can only be implemented when all legal problems and overlaps with other planning have been resolved and legal regulations are complied with, not legalizing mistakes.

Add power to avoid power shortages

In the document proposing approval of the supplementary plan for implementing planning 8, the Ministry of Industry and Trade affirmed that it had thoroughly, fully, and comprehensively reviewed it on the basis of ensuring objectivity and impartiality, not allowing group interests or negative waste.

In addition, the Ministry of Industry and Trade is also requesting provinces, cities and related units to collect data for calculation and completion of the project to adjust the 8th power plan.

The Ministry requires units to report before January 5, 2025 to calculate the plan, as a basis for completing the draft and submitting it to the Prime Minister on February 10, 2025.

Previously, the Government Office had issued a document conveying the Prime Minister's direction on the implementation of the approval of supplements and updates to the planning implementation plan. It stated that this task was required to be completed by April 2024, but the approval was carried out too slowly compared to the direction.

Therefore, the Prime Minister requested to review the collective and individual responsibilities in the delay in submitting additional and updated plans and handle them according to regulations. At the same time, he assigned Deputy Prime Minister Bui Thanh Son and the Minister of Industry and Trade to carefully review and sign to issue additional and updated plans before December 30, 2024.

The Prime Minister also assigned that after removing obstacles and difficulties for renewable energy projects, the Ministry of Industry and Trade should review, study and immediately update the implementation plan for the 8th power plan, ensuring enough electricity for production, business and consumption, serving double-digit growth in the coming time.

The review of power sources must be carefully calculated, synchronized with power transmission, distribution between regions and effective use, with electricity prices suitable to the economic situation as well as price levels in the region and the world.
