Developing human resources to meet high technology and national digital transformation

The Minister of Industry and Trade has just issued Decision No. 116/QD-BCT on the Action Plan of the Ministry of Industry and Trade to implement Resolution No. 03/NQ-CP dated January 9, 2025 of the Government on the Action Program to implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation.

Decision No. 116/QD-BCT states one of the seven main tasks and solutions including developing and promoting high-quality human resources and talents to meet the requirements of science, technology, innovation and national digital transformation. Accordingly, the Department of Organization and Personnel shall preside over and coordinate with units to focus on implementing the Ministry of Industry and Trade's Project on building and promoting the role of the intellectual team to meet the requirements of rapid and sustainable national development in the coming period to implement the Government's Action Program to implement Resolution No. 45-NQ/TW dated November 24, 2023 of the 13th Party Central Committee. At the same time, continue to review and supplement to ensure the implementation of approved human resource development programs and projects, focusing on semiconductor industry human resources, human resources serving high-tech and strategic technology development.

The focal point coordinates with the specialized units of the Ministry of Education and Training to review, revise, supplement, and at the same time guide the Ministry's higher education institutions to implement the Project to improve the capacity of lecturers and managers of higher education institutions to meet the requirements of fundamental and comprehensive innovation in education and training in the 2019-2030 period, meeting the requirements in the new context.

At the same time, guide higher education institutions under the Ministry to implement regulations on attracting and recruiting excellent lecturers in conjunction with appointing professors and associate professors. Guide and direct the development of regulations on granting scholarships. In addition, exempt and reduce tuition fees for students and trainees in STEM majors serving strategic technology development, those participating in training programs for strategic technology engineers and advanced materials from the state budget.

Develop and guide higher education institutions to implement training programs for talented engineers, masters and doctors in basic sciences, key engineering and technology fields to serve the development of strategic technology, foundational industries, priority industries and nuclear power. Focus on investing in building a number of higher education institutions and advanced training centers specializing in artificial intelligence and strategic technology fields to serve strategic industries and foundational industries.

In particular, build and guide vocational education institutions to implement training programs, retrain technicians, and provide high-quality vocational training to meet the requirements of applying new and high technologies. In addition, direct educational institutions under the Ministry of Construction to apply online education and training platforms according to international standards, develop a digital university education model combined with the application of advanced technologies such as artificial intelligence and virtual space.

Decision No. 116/QD-BCT also stated that training institutions under the Ministry focus on building and implementing development plans for schools for the period up to 2035, with a vision to 2050; linking training activities with the requirements of science and technology development, innovation and digital transformation in the industry and trade sector.

Research, based on practical requirements and capacity of the school to propose to the Ministry to consider developing and implementing advanced training programs specializing in artificial intelligence; research and propose scholarship and tuition mechanisms to attract students, postgraduates to study and research in key fields of science, engineering and technology to serve the development of the industry and trade sector.

In addition, develop a team of lecturers with sufficient capacity and qualifications to teach key science and technology fields serving the foundational and strategic industries; promote cooperation with prestigious foreign universities. The Department of Science and Technology is the focal point for building, connecting and developing a network of domestic and international experts and scientists to serve the development of science, technology, innovation and digital transformation in the industry and trade sector.

A representative of the Department of Science and Technology said: In order to meet development requirements, science and technology organizations under the Ministry have proactively invested in developing science and technology human resources through training and retraining to improve professional qualifications for research and management staff at domestic and foreign training institutions. In addition, research institutes under corporations and groups are interested in training and developing human resources from many sources of capital and in different forms.

In the coming time, the Ministry of Industry and Trade will review and build the human resource structure of science and technology organizations in accordance with the functions and tasks of each unit and the development reality of the industry. Specifically, build and implement plans for recruitment, planning, training, fostering and synchronous development of science and technology human resources in both quantity and quality; review and perfect the regulations and policies of the unit in the direction of encouraging creativity. In addition, attract, promote and reward highly qualified science and technology staff, especially leading experts and talents in the field of science and technology; create conditions for research staff to study and improve their qualifications.
