Focusing on removing obstacles in site clearance and selecting investors for commercial housing development projects, residential areas, and urban areas in our province in recent years has received attention from all levels and sectors, contributing to increasing real estate supply and promoting socio-economic development.

Attracting investment in housing and urban areas

By March 31, 2025, the province had 17 commercial housing, residential and urban area projects that had selected investors in accordance with the law, of which 9 projects were through bidding; 7 projects were through land use rights auction; 1 project was not through bidding or land use rights auction.

The Moc Chau hotel, housing and tourist market complex project in Moc Ly ward is implemented by Tri Duc Urban Investment and Development Joint Stock Company, with a scale of 5.6 hectares. The project includes 120 houses, including 100 townhouses, 10 villas, a 10-storey hotel with 900 m²/floor, a 2-storey conference center, a commercial market and auxiliary works, with a total investment of more than 370 billion VND.

Ms. Nguyen Thi Trang, Head of the General Department of Tri Duc Company, said: Up to now, the project has completed the technical infrastructure, finished 100 house foundations and is eligible to sell 120 houses in the future. The commercial market, conference center and hotel will start construction this year. The company is speeding up the progress, attracting people to live and do business, creating a green, clean space, attracting tourists.

According to the Department of Construction, the province has 11/17 projects eligible to mobilize capital in the form of selling, leasing and purchasing future housing and transferring land use rights with infrastructure to individuals to build their own houses. The remaining 6 projects are not eligible to implement these forms, including: Urban Area No. 1, Chieng Sinh Ward (TEEL Vietnam Construction Joint Stock Company); Urban Area of ​​Chieng Le and Chieng An Wards (Joint Venture of Picenza Vietnam Group Joint Stock Company and Global Advertising Group Joint Stock Company); Project No. 2 Ho Tuoi Tre Urban Area, Chieng An Ward, Chieng Le (PNJ Vietnam Investment Joint Stock Company); Commercial housing and infrastructure project of Tay Tien Urban Area, Moc Chau Town (Phuc Anh Company Limited); Residential area of ​​Administrative Center, Moc Chau Town (Dong Que Real Estate Joint Stock Company); Co Noi New Urban Area, Co Noi Commune, Mai Son District (My Real Estate JSC). The above projects are in the process of implementation, compensation and site clearance.

Removing difficulties

Currently, Son La province has approved the investment policy for 2 housing and urban area projects, including: Tea hill residential and tourism area; Gateway service residential area, Van Son ward, Moc Chau district. At the same time, it has received investment proposal documents for the following projects: Moc Chau model urban area, Thao Nguyen ward, Bo Bun sub-area residential area, Moc Chau town, Residential area adjacent to key tourism centers, Binh Minh ward tourism service urban area, Moc Chau town and Residential area No. 5, Van Ho commune, Van Ho district. In addition, 6 projects are facing difficulties in site clearance.

The Management Board of Civil, Industrial and Urban Development Projects met to find solutions to overcome difficulties.

Many projects, when implemented, will create breakthroughs for communes and wards, typically: Gateway urban service project, Van Son ward, Moc Chau town, expected to serve about 2,600 people, area of ​​over 387,000 m², building a synchronous technical infrastructure system, connecting with the framework infrastructure of Moc Chau town. Social infrastructure works will be built and handed over to local authorities. Of which, there are 5 social infrastructure works built by investors for exploitation; about 593 low-rise houses, including 351 rough-built houses, finished exterior and 242 villas. The total investment is about 2,356 billion VND, expected to be completed in 57 months. The project will start organizing investor selection from the second or third quarter of 2025.

Mr. Nguyen Duc Toan, Deputy Director of the Provincial Civil, Industrial and Urban Development Project Management Board, said: The Management Board is authorized by the Provincial People's Committee to approve the bidding, but preparing, appraising and approving the bidding documents at the same time will lack objectivity. Therefore, the Board proposed that the Provincial People's Committee assign the Department of Finance to appraise the bidding documents. In addition, the Management Board also faces financial difficulties when selecting investors, because only when there is a decision to allocate capital, will they have a basis to approve the contractor selection plan. Therefore, the Department of Finance is requested to speed up the appraisal and submit it to the Provincial People's Committee for approval.

The Management Board is also facing difficulties in calculating the percentage of state budget payment in the bidding documents. Preliminary data shows that this rate in Moc Chau town is about 15.38%, higher than in neighboring provinces, which may affect the attraction of investors. In addition, the Management Board is implementing 3 projects facing difficulties in site clearance in Son La city, including: Buon Village Urban Area, Chieng Coi Ward; Urban Area No. 1, Chieng Sinh Ward and Urban Area No. 2, Chieng An Ward. Up to now, the projects have not been allocated enough land area according to the contract with the Provincial People's Committee.

Pursuant to Decree No. 115/2024/ND-CP dated September 16, 2024 of the Government guiding the implementation of the Law on Bidding on the selection of investors to implement projects using land, and the results of the working session on April 4, 2025 on attracting investment in projects using land in Moc Chau City, town, Van Ho district, on April 8, 2025, the Provincial People's Committee issued an official dispatch to remove difficulties and obstacles in investment attraction projects in the province. Accordingly, the Chairman of the Provincial People's Committee assigned the Department of Agriculture and Environment to preside over and coordinate with relevant departments, branches and sectors such as the Department of Finance, Department of Construction, Construction Investment Project Management Board, Tax Department of Region IX, and the People's Committees of localities to review, research and determine the minimum rate of payment to the state budget in the bidding documents for projects using land, according to Decree No. 115 of the Government, in accordance with local conditions.

In the coming time, for projects facing difficulties in terms of land, the People's Committees of districts, cities and towns will strengthen propaganda, mobilization and persuasion of people, create consensus, promptly hand over land to investors, ensure project progress, contribute to diversifying the real estate market, and meet people's needs.
