Developing electric power with a long-term vision

The Ministry of Industry and Trade has been assigned by the Prime Minister to be the agency to develop the National Power Development Plan for the 2021-2030 period, with a vision to 2045 (Power Plan VIII). Recently, this work has been urgently promoted to develop, complete the draft as well as report to the Prime Minister to request approval of Power Plan VIII.

This is considered a very important sectoral planning, because the Power Plan VIII must firmly ensure national energy security, provide sufficient, stable and high-quality electricity at reasonable prices to serve rapid and sustainable socio-economic development. Therefore, the Power Plan VIII needs to be researched and developed in a systematic and scientific manner and widely consulted, including opinions from international partners... The goal is to gradually reduce dependence on fossil energy sources, instead focusing on increasing the development of renewable energy sources (especially onshore and offshore wind power, solar power, biomass power...).

It is known that in early May 2023, the Ministry of Industry and Trade organized an International Consultation Conference on Power Planning VIII to exchange and record comments from international partners and organizations. Thereby, helping the authorities to complete the planning content to ensure objectivity, science, feasibility, towards the sustainable development of Vietnam's energy industry, achieving common goals of energy security and combating climate change...

Binh Thuan is a province with great potential and advantages in developing diverse energy sources such as hydropower, thermal power, wind power, solar power and is oriented to become a national energy center. Up to now, Binh Thuan has 47 power plants put into operation (including: 4 thermal power plants of Vinh Tan Power Center, 7 hydropower plants, 9 wind power plants, 26 solar power plants and 1 diesel power plant in Phu Quy island district) with a total capacity of more than 6,520 MW. It can be said that, in addition to making an important contribution to the socio-economic development of the locality, the electricity sector also contributes to ensuring electricity supply for the key economic region in the South, ensuring national energy security.

Regarding this issue, the People's Committee of Binh Thuan province recently proposed a number of contents to the National Assembly Standing Committee's Supervisory Delegation when working in the locality at the end of April 2023. Including considering including in the draft Power Plan VIII projects, power source works (especially offshore wind power, LNG power), transmission grid in the province... Currently, the trend of investing in offshore wind power projects is a new direction for renewable energy development, with Binh Thuan also attracting the interest of many domestic and foreign investors.

Thus, in order to sustainably develop the renewable energy industry in general and the offshore wind power sector in particular, the locality also requested the competent authority to consider and direct the development of policies and regulations on technology transfer and investment attraction for large-scale projects in the supporting industry. Thereby, creating conditions for rapid development and gradually increasing the proportion of localization of technical equipment, especially high-tech equipment, source technology such as large-capacity wind turbines or the environmental industry to handle expired machinery and equipment of the renewable energy industry to utilize and recycle for the highest efficiency...
