Regarding the development of the railway network, the Politburo stated that developing modern and synchronous railway transport aims to promote rapid and sustainable socio-economic development, meeting the goal of making our country a developed country with high income by 2045. The conclusion clearly stated the unified perception of the entire political system on the position, role, importance and necessity of railway transport. Strengthening the leadership of Party committees, Party organizations and authorities at all levels in investing and building national railway infrastructure, urban railways, especially the North-South high-speed railway, creating an important driving force for the country's socio-economic development, promoting advantages on strategic economic corridors, associated with ensuring national defense, security and international integration, protecting the environment, responding to climate change, promoting the process of industrialization and modernization of the country.

Conducting environmental impact assessments of projects during the planning process; integrating and incorporating climate change factors, rising sea levels, and efficient use of resources in project implementation; monitoring the implementation of environmental protection regulations for construction and operation projects of transport works; prioritizing the application of new environmentally friendly technologies to minimize negative impacts on the environment and having technical and quality standards associated with environmental protection requirements, minimizing railway traffic activities that cause environmental pollution. The arrangement of railway stations must respect and protect landscapes, historical relics, and cultural heritage.
Develop and promulgate mechanisms to encourage, support, facilitate and protect the legitimate rights and interests of domestic and foreign organizations and individuals investing and doing business in railway transport and transport support services; develop a mechanism to exploit land funds (especially at railway stations) to mobilize investment capital and develop national railway infrastructure. Develop and promulgate policies to develop railway industry and supporting industries to create a premise for the development of the railway sector, continue to perfect mechanisms and policies to attract investment capital from all economic sectors; perfect the mechanism for assigning, leasing the right to exploit and temporarily transferring the right to do business in railway infrastructure assets.

Pay special attention to investment resources for development, upgrading and maintenance of railway infrastructure to promote the advantages of railway transport, attract and effectively use ODA capital, preferential loans from international donors; use investment capital with focus and key points in railway projects with spillover effects. Promote socialization in railway business, transport support services; attract economic sectors, including foreign investors to participate in investing in means of transport, supporting works for transport activities such as platforms, warehouses, yards, loading and unloading vehicles, gradually control, prevent and limit the increase in environmental pollution caused by railway transport activities, especially the treatment of wastewater, domestic waste and industrial waste. Limit railway routes passing through environmentally sensitive areas; in mandatory cases, there must be a suitable ecosystem compensation plan.
Promote the application of technology, efficient use of energy, use of clean fuels, electric energy, renewable energy and other forms of alternative energy in railway transport activities; enhance the application of new scientific and technological achievements, new and modern materials in research, training, investment in construction, exploitation and maintenance of infrastructure, industry and railway services, develop automatic ticket sales and control systems, improve quality management, standardize industrial products according to Vietnamese standards and international railway organizations. Develop railway industry associated with research and transfer of advanced technology, especially high-speed railways and urban railways. Develop policies and binding principles from the project preparation stage to help domestic enterprises participate in the supply chain of materials, accessories, products at each stage... Encourage other domestic industries to participate in the railway industrial production chain, especially the mechanical engineering industry.
Promote research and training of high-quality human resources in railway management, construction and operation through the establishment of specialized training, research and experimental facilities in the railway sector. Cooperate in training, attract experts in high-speed railways, urban railways, gradually master core technologies... Prioritize overseas training quotas in the railway sector, expand international cooperation, especially with countries with developed railways to acquire science, technology and development experience to meet domestic needs, and expand the market to countries in the region and the world, strengthen international cooperation to apply science and technology, especially in applying the results of the 4.0 industrial revolution to investment management, construction and operation of the railway transport system, promote the role of people, businesses, and socio-political organizations./.
