Developing green economy in Southeast, coal enterprises face difficulties in land and administration

On the afternoon of July 18, in Ba Ria - Vung Tau, a workshop was held to improve the investment and business environment towards a green economy and sustainable development for the Southeast region.

Mr. Dau Anh Tuan - Deputy General Secretary and Head of the Legal Department of the Vietnam Chamber of Commerce and Industry (VCCI), suggested that the green economy is no longer "moral" or "cultural" but a ticket to enter large markets. The green economy is currently changing very quickly and strongly.

FDI investors are expecting a legal framework in Vietnam for their investment, otherwise they will be forced to leave the market.

Specifically, according to a survey, many businesses in this region still complain about the "burden" of duplicate inspections and checks. Administrative reform is good, but only in the initial procedures, while the following procedures still make businesses unsatisfied.

In addition, businesses in the region also face obstacles when accessing land. "69% of surveyed businesses said they would cancel or delay their business plans when facing difficulties with land procedures," the VCCI representative cited the figures.

Notably, the VCCI survey also pointed out the situation where departments and district authorities do not implement the policies of provincial leaders.

"It is necessary to improve the equal business environment for all enterprises as well as promote the dynamism and pioneering role of the government apparatus," Mr. Pham Ngoc Thach proposed.

Mr. Bui Quang Tuan - former director of the Vietnam Economic Institute said that in recent times there have been achievements in green economic development such as awareness, legal policy system, planning...

But there are still limitations such as unreasonable resource allocation, lack of high-quality human resources, and lack of large centralized databases. Notably, according to this person, the space for innovation is limited and risky.

Some say that the development of green economy or ecological industrial parks stems from the fear of change of the enterprises themselves. However, the Southeast region also has the opportunity to exploit the blue economy and digital economy.

Mr. Tran Viet Ha - Deputy Head of the Management Board of Industrial Parks and Export Processing Zones of Ho Chi Minh City suggested that there should be specific solutions to support and encourage the formation of ecological industrial parks such as land rental fee exemption and reduction, and financial support.

Some delegates frankly said that it is necessary to eliminate the mindset of "growth at all costs", attract investment "at all costs", and bring sustainable development and green growth thinking into all economic activities, especially in attracting investment, developing port economy and tourism.

The Southeast region needs to address areas that businesses are still complaining about.

In order for the Southeast region to develop a green economy, according to opinions, it is necessary to first have a legal system as well as full, synchronous and unified standards. As well as focusing on solving areas that businesses said still have many problems such as: land, tax, environment, fire prevention, social insurance.
