Hai Duong's socio-economic development in the first quarter of 2025 has not met expectations.

On the morning of April 4, at the 23rd Conference of the Provincial Party Executive Committee, term XVII, the Provincial Party Standing Committee reported on the results of implementing the socio-economic development tasks in the first quarter, and the directions and tasks for the second quarter of 2025.

According to the report, the province's socio-economic development in the first quarter of 2025 achieved many positive results. However, compared to the same period in 2024, most of the results achieved in all fields increased but did not meet the province's goals.

Specifically, the province's gross regional domestic product (GRDP) increased by 10.87% over the same period last year, failing to reach the target of 11%. Total state budget revenue reached VND9,174 billion, equal to 33% of the annual estimate, failing to reach the first quarter target (target of VND9,375 billion).

In the economic sector, the total value of agricultural, forestry and fishery products increased by 7.87%, exceeding the first quarter target (4%). The industrial and construction sector increased by 13.01%, not reaching the target (13.8%). The service sector increased by 7.98%, not reaching the target (8.7%).

In the first quarter of this year, the province welcomed about 1.73 million visitors, an increase of 50.4%, exceeding the first quarter target (target of 1.58 million visitors).

The province's total export turnover is estimated at 2,358.8 million USD, up 7.3% over the same period. Total social development investment capital is estimated at 13,160 billion VND, up 13.5%.

Hai Duong has built and closely followed the progress scenario and disbursed public investment capital; of which, 10/12 important projects achieved and exceeded the plan.

The province disbursed 1,602.2 billion VND, reaching 15.3% of the estimate, but not reaching the set target. The number of established enterprises increased by 18.4%; enterprises returning to operation also increased by 15.8%.

In the first quarter of 2025, the province completed the establishment of 9 plans and submitted for appraisal the Project to establish a Special Economic Zone of Hai Duong province. Focused on guiding, removing difficulties, speeding up the progress of projects under the urban development program, housing development plan and investment projects for production and business development. Implemented on schedule 8 important projects using non-state budget capital and started 1 social housing development project, achieving the set goals.

In the social field, Hai Duong has focused on investing in building classrooms, adding facilities and equipment to meet the criteria of national standard schools. Effectively implementing policies to attract, train, use and reward human resources in the medical sector.

The province has started construction on 857 leaky and dilapidated houses (100% achieved), of which 255 have been completed. Implementing the organization and apparatus arrangement of specialized agencies of the province and district levels in the direction of "Refined - Compact - Strong - Effective - Effective - Efficient".

Regarding national defense, security, inspection, and justice, strictly implement regulations on combat readiness. Organize meetings, orientation, and career counseling for citizens who have fulfilled their obligations. Deliver enough military recruitment targets to ensure absolute safety. Strengthen the force participating in protecting security and order at the grassroots level. Speed ​​up the implementation of tasks of Project 06...

According to the assessment of the Provincial Party Standing Committee, some limitations in the province's socio-economic development in the first quarter had objective and subjective causes, focusing mainly on subjective causes.

Compensation and site clearance work encountered many difficulties. Some investors in residential and urban projects did not pay land use fees on time. Some departments, branches, and localities were not really thorough and lacked determination in leadership, direction, and management. Some civil servants were not proactive in strongly renewing their thinking; they did not promptly identify and remove difficulties, obstacles, and "bottlenecks" to create momentum for rapid development...

In the second quarter of 2025, Hai Duong will continue to thoroughly grasp and seriously implement the resolutions and conclusions of the Central and the province on socio-economic development, administrative reform, digital transformation, and administrative unit arrangement.

Implement the arrangement and reorganization of administrative units at district and commune levels according to the direction of the Central Government, the conclusion of the Provincial Party Committee, and the Resolution of the Provincial People's Council. Focus on resolving difficulties and obstacles in implementing land procedures; speed up the progress of site clearance.

Hai Duong is determined to complete the plan to eliminate temporary and dilapidated houses for poor and near-poor households; quickly implement housing support for people with revolutionary contributions and martyrs' relatives, to be completed before June 30, 2025...
