Having resided and lived for a long time, the cultural heritage of the ethnic minority and mountainous area of ​​Nghe An is rich in quantity and diverse in types; rich in identity, imbued with national character.

From the need to enjoy, maintain and develop traditional culture through the 2nd 53 Ethnic Minority Survey in 2019, the State and local authorities have developed policies and investment and support programs, of which, typically in recent years, the National Target Program on Socio-Economic Development of Ethnic Minority and Mountainous Areas for the 2021-2025 period (National Target Program 1719) has devoted many resources to investing, developing and preserving the cultural identity of ethnic minority and mountainous areas.

Currently, from the resources of the National Target Program 1719, the Department of Culture and Sports of Nghe An province has implemented 2 projects, including: Project to restore, embellish and promote the value of the relic of Vi Van Khang's house in Mon Son commune (Con Cuong district) and Project to preserve and promote traditional cultural values ​​in Hoa Tien village, Chau Tien commune (Quy Chau district). Both projects are currently under construction and are expected to be completed on schedule.

Regarding career capital, the whole province has completed the purchase and handover of equipment for 228 cultural houses; built 1 cultural model; built 10 community bookcases; and supported the prevention of degradation for 3 relics in ethnic minority areas.

Director of the Department of Culture and Sports Tran Thi My Hanh shared: In reality, Project 6 has had and is having positive impacts on the cultural and spiritual life of ethnic minorities and mountainous people. Investment in facilities and equipment for cultural and sports institutions; support for cultural and sports activities; building bookcases to serve people... has contributed to improving the level of cultural enjoyment for the people.

Notably, the activities of Project 6 on Preserving and promoting the fine traditional cultural values ​​of ethnic minorities associated with tourism development, under the National Target Program 1719, are receiving active attention and implementation from local authorities and the response of ethnic minority communities in the province.

Basis for developing common living space

Currently, the cultural living space of ethnic minorities and mountainous areas in Nghe An, spread across 11 districts and towns, is lacking and weak. According to the statistical review data of the Nghe An Department of Culture, the whole region still has 41 villages and hamlets without cultural and sports facilities. In addition, 418 cultural houses in villages and hamlets have been built, but they are degraded or do not meet the scale and standards. Resource mobilization is still limited, the National Target Program 1719 mainly depends on the budget; while mountainous districts face difficulties in capital matching.

According to Ms. Tran Thi My Hanh, Director of Nghe An Department of Culture and Sports, currently, the whole province has one district-level unit without a district cultural center, 15 communes without a community cultural house, 22 communes without a stadium, 30 villages without a cultural house, mainly in mountainous villages and hamlets. Ms. Hanh admitted that there is a situation of wasteful and inappropriate use of cultural institutions, such as the situation where some hamlet, commune and district stadiums are only open for use on holidays and Tet.

In addition to the above difficulties and shortcomings, there are other issues that affect the cultural enjoyment of ethnic minority and mountainous people in Nghe An. That is, the staff in charge of culture in the locality often have to take on many different tasks. Not to mention, the work of counting and inventorying cultural forms also has certain difficulties and shortcomings.

For example, the inventory of intangible cultural heritage still faces difficulties in terms of language barriers, lack of funding, etc.; which is a significant challenge affecting the process of preservation, restoration and development; as well as the implementation of the National Target Program 1719 and cultural and sports activities at the grassroots level.

Ms. Tran Thi My Hanh, Director of the Department of Culture and Sports of Nghe An, said that from conducting the survey and collecting information on the socio-economic situation of 53 ethnic minorities in 2024 in Nghe An, reliable data and evidence will be provided to help central agencies; as well as localities in ethnic minority areas have accurate assessments of the current status of cultural living space in ethnic minority areas in Nghe An.

In particular, statistics from the survey will be the basis for localities to continue to effectively implement policies on building and consolidating cultural facilities; upgrading and investing in cultural and sports institutions for the people.

As a locality where the stadium cultural institution has not met the needs of the people, Chairman of the People's Committee of Con Cuong district Lo Van Thao shared: Not only the district-level stadium, but recently, through the results of the investigation and information collection of 53 ethnic minorities, it has also shown that the common cultural living space of the people is still lacking due to the increasing population size. Not to mention, the situation of local surplus and shortage is happening. The shortage is understandable, but the merger of administrative units leads to a surplus of cultural institutions.

"We hope that from the results of the investigation, central and provincial agencies will have directions and solutions to support the district in development to ensure common living space for people," Mr. Lo Van Thao emphasized.

Hopefully, with the attention of Party committees at all levels, local authorities and the results of the Survey, collecting information on the socio-economic situation of 53 ethnic minorities in 2024, which will be announced in the coming time, it will be an important basis for Nghe An province to effectively implement policies, invest, support, build and develop common living spaces for ethnic minorities in the following years.
