Proposal to establish an innovation alliance
Hanoi aims to become the leading center of science, technology and innovation in Southeast Asia by 2030, creating a strong driving force for development. socio-economic development of the capital and the whole country; increase the proportion of digital economy, striving to reach at least 40% of the total product in the area (GRDP); set a target of more than 50% of the city's enterprises having innovation activities; improve and enhance the ranking of the local innovation index (PII), among the top 3 localities in the country; ensure effective connection between enterprises, research institutes, universities and state management agencies.
In the field of training, Hanoi is home to a large number of scientists and has a large number of higher education and research institutions. Therefore, according to Professor, Dr. Le Anh Tuan, Party Secretary, Chairman of the Council of Hanoi University of Science and Technology, to achieve the set growth targets, the city needs a new development model, in which knowledge is the leader, technology is the foundation, people are the root and policy is the lever. Accordingly, Hanoi University of Science and Technology proposes 4 strategic mechanisms to link science and technology development with promoting economic growth, including: Ordering mechanism for strategic and key research programs of the capital; establishing an innovation alliance to promote the collective strength of higher education institutions in the city; building a mechanism for testing urban technology in high-tech parks and industrial parks in Hanoi; establishing an innovation fund of Hanoi in the form of State investment - enterprise operation.
At the same time, Hanoi University of Science and Technology wishes to coordinate with Hanoi City to implement a number of strategic research programs to serve GRDP growth and sustainable development of the capital. Build an urban artificial intelligence ecosystem for Hanoi, including building digital maps, real-time environmental-traffic sensors; support the government and businesses in exploiting urban open data. Focus on developing small-scale high-tech industries, including robot design, semi-automatic production lines, low-cost high-tech equipment; support and serve supporting businesses, small production. Build a digital map of productivity and evaluate science and technology activities in Hanoi; optimize the state budget for scientific research and innovation. Implement a research program to develop high-quality human resources, smart education, form a lifelong learning model on a digital platform and train digital human resources, human resources in artificial intelligence for the government and businesses in the capital.
Promoting the bridging role of high-tech zones
On the journey of developing science and technology and innovation in Hanoi, in addition to the efforts of educational institutions in research and training high-quality human resources, it is necessary to have policies that play an intermediary role for local authorities in ensuring the connection between schools and businesses.
However, according to Mr. Vu Xuan Hung, Head of the Management Board of Hanoi High-Tech Parks and Industrial Parks, the gap between training and research results and practical needs of enterprises, especially in the high-tech sector, is still one of the major challenges. In the coming time, the Management Board will actively coordinate with universities, colleges, and research institutes, especially prioritizing units in Hanoi to support and attract many individuals and start-up enterprises to use and exploit the city's incubators and innovation centers. Provide the best conditions for scientists, teachers, and students from universities and colleges in the city to use, incubate, and test research results at facilities in Hoa Lac High-Tech Park. At the same time, advise the city on incentive mechanisms, financial support, and risk reduction in research and development, testing of new technologies and new products, especially in high-tech, key and strategic technology fields.
To solve the employment problem of students from universities and colleges, ensuring to meet the needs of businesses, Mr. Vu Xuan Hung emphasized that the Management Board will play the role of an intermediary, a bridge between businesses and schools. For businesses, the Management Board regularly and periodically conducts surveys, has a contact point to receive information on human resource needs to transfer this information to the contact points of appropriate universities and colleges; in addition, proposes policies to the city so that businesses can enjoy incentives and support when participating in training cooperation with schools, recruiting human resources in the field of science and technology.
For schools, the Management Board provides updated information on the labor market; accompanies schools in developing programs, supports organizations for students to practice and intern at enterprises in industrial parks and high-tech parks. At the same time, coordinates with schools to implement incubation and creative startup projects right in Hoa Lac High-Tech Park.
