Concretize the Resolution 06-NQ/TU of the Provincial Party Committee on sustainable socio-economic development associated with ensuring solid national defense and security in ethnic minority, mountainous, border and island areas of Quang Ninh province for the period of 2021-2025, with a vision to 2030, localities in the province have prioritized resources for development investment. In particular, priority is given to Building essential infrastructure to serve production and life in ethnic minority and mountainous areas.

Head of the Provincial Ethnic Minorities Committee Luc Thanh Chung affirmed: The development of the overall project and the promulgation of Resolution 06-NQ/TU of the Provincial Party Committee is a major, comprehensive policy for sustainable development of ethnic minority and mountainous areas in all fields, implementing ethnic work in a drastic and creative manner, integrating 3 national target programs to create a combined strength in terms of resources, in management and operation. In particular, the province prioritizes large resources from the state budget, focusing on investing in developing socio-economic infrastructure in ethnic minority, mountainous, border and island areas, focusing on building essential infrastructure to serve production and life in ethnic minority and mountainous areas. The total provincial budget capital determined in the medium-term public investment plan for the period 2021-2025 directly allocated to national target programs is 4,200 billion VND. In addition, the province allocates thousands of billions of VND to invest in socio-economic development, ensuring national defense and security in rural and mountainous areas through other programs, projects and component projects.
With the attention of the Party and State and the active participation of local Party committees and authorities, policies for ethnic minority areas have been implemented promptly and effectively, contributing to improving the material and spiritual life of the people and changing the face of rural areas.
In particular, it is necessary to mention the dynamic traffic projects, connecting the economic dynamic region with the difficult areas and border gates. After the project to upgrade and renovate the Son Duong - Dong Son connecting road with a length of 19.1km with 2 lanes was completed and put into use at the end of 2023, it contributed to changing the appearance of the mountainous commune of Dong Son (Ha Long City). Not only shortening the travel time from the commune to the center of Ha Long City and other areas, ensuring safe and convenient travel, the completed project also contributed to opening a way for people here to develop the economy and reduce poverty sustainably.

In addition, localities also focus on investing in developing cultural infrastructure. Up to now, the whole province has 53/65 communes with independent cultural houses, 100% of villages and hamlets in ethnic minority areas have cultural houses. The system of physical facilities, cultural and sports institutions in ethnic minority areas has been invested in and upgraded synchronously by the province and all levels and sectors; cultural, artistic, sports and club activities have been responded to by the people and maintained regularly...

At the same time, investment in building infrastructure for healthcare, education, and national defense and security has been promoted through specific projects and plans. Currently, the Project to improve the capacity of commune, ward, and town health stations, especially in ethnic minority, mountainous, border, and island areas, continues to be implemented to enhance primary health care for people and the community.
The upgrading and investment in facilities for provincial, district and grassroots hospitals have also contributed to better meeting the needs of medical examination and treatment of the people, especially in rural areas, ethnic minority areas, mountainous, border and island areas.
