Developing transport infrastructure according to planning, the key to Ha Nam's development

Roads are constantly being extended and upgraded according to planning, creating a complete, inter-regional traffic network, contributing to promoting sustainable socio-economic development.

Southern Gateway of the Capital

Ha Nam has a special geographical location, being the southern gateway of the capital Hanoi, connecting the capital with all the provinces in the Central and Southern regions. Realizing the potential of Ha Nam's strategic location, the Government and ministries and branches have worked with the People's Committee of Ha Nam province to develop and publish a master plan for the province's overall development for the period 2021 - 2030, with a vision to 2050.

In provincial planning, the transport infrastructure system is considered the core and key to promoting the development of industrial parks, export processing zones, agricultural and forestry areas, tourist and mining destinations...

According to the leader of the People's Committee of Ha Nam province, by 2050 the province strives to become a centrally-run city, a smart, modern urban area; a logistics center for industry, high technology, medicine, health care, education and training, tourism services, and trade in the Red River Delta region.

Ha Nam is determined to develop a prosperous economy associated with protecting the ecological environment in the main direction of being smart, creative, green, clean, and sustainable with growth pillars of high development level, especially in high-tech industries, manufacturing and processing industry, services, cultural, spiritual, ecological tourism, and sports.

To realize the above goal, Ha Nam province always identifies investment in transport infrastructure as a key priority. Therefore, from 2020 to now, Ha Nam has invested tens of thousands of billions of VND to build new and upgrade traffic routes to meet the increasing needs of society.

Phu Thu Interchange is a multi-level intersection connecting with the North-South Expressway, Ring Road 5, elevated highway... This is a traffic project with the meaning of welcoming the future.

Mr. Kieu Hong Quang - Deputy Director of the Ha Nam Department of Transport said that in recent years and in the period of 2021-2025, the Department has reported to the Provincial Party Committee and the Provincial People's Committee to arrange capital from the provincial budget and mobilize other capital sources; At the same time, the province is reporting to the National Assembly, the Government and central ministries and branches to pay attention to allocating capital and implementing a number of important projects, creating regional linkages, ensuring traffic safety, preventing congestion, contributing to socio-economic development.

Some major projects implemented in Ha Nam include: The route connecting the two expressways Hanoi - Hai Phong with Cau Gie - Ninh Binh (the section through Ha Nam is 15.5km long, with a total investment of 700 billion VND - completed); Upgrading National Highway 21B, Cho Dau - Ba Da section (total investment of 525 billion VND - completed); Regional linking road project connecting National Highway 1 with Liem Son intersection to Tran Thuong Temple (Ly Nhan) and connecting to Tran Temple (Nam Dinh) worth 3,600 billion VND; Phu Thu intersection (1,400 billion VND); Tan Lang bridge project and regional linking road connecting Ring Road 4 with Ring Road 5 (total investment of 1,496 billion VND), Parallel road project with National Highway 21 worth 100 billion VND, the road connecting from Ba Sao Pagoda to Bai Dinh Pagoda...

Favorable trade, investors seek

The most recent and clearest evidence of the benefits that transportation brings to Ha Nam is the route connecting the two expressways Hanoi - Hai Phong with Cau Gie - Ninh Binh. This is an important traffic axis that transports goods from the Hai Phong port cluster to Hung Yen - Ha Nam, then spreads to the provinces and vice versa.

The route was invested and put into operation in phase 1 in 2019 with the expectation of reducing the load on National Highway 1A and Phap Van - Cau Gie Expressway. However, after only 3 years of operation, the high traffic density has caused the route to fall into a state of "full load as soon as it is exploited" and requires investment to upgrade and expand.

Thai Ha Industrial Park is located in the triangle between the three provinces of Ha Nam - Hung Yen - Thai Binh and is filled with factories, enterprises and production workshops.

Phase 2 of the project was immediately implemented, with the Ha Nam Department of Transport as the investor. After just over 1 year of construction, by the end of 2023, the route was completed and put into operation, ensuring both progress and quality.

Mr. Nguyen Van Tuat (tractor driver in Thanh Liem, Ha Nam) said: "Before, the road was narrow, cars following cars, driving on this road felt very tiring. Because the road only had two lanes, every time there was a collision or traffic accident, there was a long traffic jam, waiting for hours. Now the road has been widened and cleared. The road surface has also been completely resurfaced, no different from a new road.

Taking this route shortens the travel time by at least 1/3 compared to taking the highway through Hanoi, and there's no need to worry about traffic jams on weekends, holidays, and Tet."

Along this route are small and medium-sized industrial clusters of Binh Luc district, Thai Ha Industrial Park, the new urban axis east of Phu Ly city... which are constantly being filled with factories, enterprises and residents.

According to the leader of the Ha Nam Department of Transport, the Department is currently continuing to review the road network planning for the 2021-2030 period, with a vision to 2050, approved by the Prime Minister and the roads in the province's planning to propose investment in accordance with resources.

The Department is also advising the Provincial People's Committee to consider establishing an investment policy for the Ha Nam - Nam Dinh Expressway Project (CT.11) for the section in Ha Nam province. The Provincial People's Committee has sent a document to the Ministry of Transport to agree on the scale and location of the construction of the National Highway 38 and to invest in completing National Highway 38 from the intersection with National Highway 1, Phu Ly City bypass, to the National Highway 21B intersection.

Advise the Provincial People's Committee to allow research and proposal of investment policies for projects in the area, such as: Road connecting Ring Road 4; construction of 7 longitudinal axes east of Cau Gie - Ninh Binh Expressway; expansion of Kha Phong Bridge; Renovation, repair, and addition of traffic safety equipment systems on provincial roads...

In recent years, with open policies and synchronous infrastructure, Ha Nam has entered the list of 10 provinces and cities attracting the highest foreign direct investment capital in the country. As of 2024, industrial parks in the area have attracted 49 new investment projects, including 33 FDI projects and 16 domestic projects with registered capital of 459.128 million USD and 1,932.096 billion VND, respectively.

If in 2022, the total state budget revenue of Ha Nam was 13,135 billion VND, reaching 107% of the central budget estimate. Then in 2023, the state budget revenue of this province reached 13,470 billion VND, reaching 104% of the central budget estimate, 101% of the local budget estimate.

Currently, this province has 8 industrial parks including: Dong Van I, Dong Van II, Dong Van III, Dong Van IV, Chau Son, Hoa Mac, Thanh Liem, Thai Ha supporting industrial parks.
