Low quality of urbanization
At the beginning of the term, the urbanization rate of the whole province only reached 21.45%; in the first 7 months of 2024, this rate reached 25.58%, reaching 98% compared to the target of 26% according to the roadmap.
However, the urbanization rate is still low and still far from the average rate of developed provinces and many provinces in the region. The quality of records is sometimes low, the measurement, survey, and assessment of the current status are not complete, the planning lacks vision, does not forecast correctly, and does not have enough resources to implement the planning in a synchronous manner.
Urban planning projects after being approved have not attracted investors or have been deployed but not yet implemented due to problems with regulations related to bidding, land...; lack of funding for building technical infrastructure, so have not attracted people, increased population density, increased urbanization rate.
Post-planning management and construction order management in some localities are still not drastic enough, and there are still cases of construction not in accordance with approved planning, construction without permits, and construction that is not in accordance with the granted permits that have not been detected, prevented, or handled in a timely manner. Human resources for state management of urban planning at all levels have qualifications and capacity, but the number is not enough to meet the large workload.

According to experts, the above limitations are due to many causes, many of which are subjective. The manifestation is that some localities have not fully recognized and paid due attention to the issue of urbanization and sustainable urban development. Urban planning in many localities is still slow to innovate, lacks vision, is of low quality, urban planning must be adjusted quite often; implementation still has many limitations.
The capacity of urban management and administration in many localities is still weak; there is still a situation where local investment is scattered, unsynchronized, and the resources of the city itself as well as social resources for investment have not been well promoted and exploited. The capacity and expertise of some individuals carrying out planning at some consulting units are still low, leading to errors and documents having to be edited many times, affecting the progress of planning. The awareness of law compliance in the construction sector of some organizations and individuals is still limited. At times, in some places, there are situations of intentional violations of construction laws, causing difficulties in state management of urban order.
Strengthening resources for urban construction and development
Resolution 24 sets the target: By 2025, the urbanization rate of the whole province will reach over 27% and by 2030, it will reach over 35%.
To realize this goal, the province focuses on allocating investment capital to gradually complete infrastructure; build, renovate and upgrade the existing traffic system, invest in building urban infrastructure according to approved planning. The focus is on Tuyen Quang city (meeting the criteria of a type II urban area); Son Duong, Vinh Loc, Tan Yen, Na Hang towns (meeting the low and weak criteria of a type IV urban area); and 5 urban areas (meeting the criteria of a type V urban area): Hong Lac - now Hong Son (Son Duong district); My Bang (Yen Son district); Phu Luu (Ham Yen district); Hoa Phu (Chiem Hoa district) and Thuong Lam (Lam Binh district). The province has also identified 20 important areas in urban areas, with a total area of 5,199.6 hectares.
Of which, Tuyen Quang city has 9 areas with an area of about 4,136.2 hectares; Chiem Hoa has 2 areas with an area of about 35 hectares; Na Hang has 1 area with an area of about 180 hectares; Lam Binh has 1 area with an area of about 42.7 hectares; Ham Yen has 3 areas with an area of about 232.7 hectares; Yen Son has 2 areas with an area of about 333 hectares and Son Duong has 2 areas with an area of about 240 hectares.
In addition to the state budget, the province has determined to make the most of resources for urban planning, construction and development. Since 2022, the Provincial People's Committee has issued a plan to attract, manage and use ODA capital and preferential loans from foreign donors for the period 2021 - 2025. Accordingly, a number of projects to build technical infrastructure and urban social infrastructure are oriented to attract and use ODA capital and preferential loans from foreign donors for the period 2021 - 2025 of Tuyen Quang province.
Many projects have been approved by the Government for investment, such as the project on developing infrastructure to adapt to climate change to support production for ethnic minorities in the northern mountainous and midland provinces, Tuyen Quang province using loans from the Japanese Government with a total estimated investment of VND 998.20 billion; the project on investing in developing smart urban areas in Tuyen Quang city using non-refundable aid from the Korean Government through the Korea International Cooperation Agency (KOICA) with a total estimated investment of VND 160 billion.
In addition, the province has developed projects to mobilize ODA loans from the Korea Economic Development Cooperation Fund managed and operated by the Export-Import Bank of Korea for the period 2021 - 2025 with a total estimated investment of VND 1,802.5 billion, including the project to invest in building a road from the center of Tuyen Quang city to My Lam mineral spring tourist area, My Lam ward, Tuyen Quang city, Truong Thi Bridge construction project, Tuyen Quang city, Minh Xuan Bridge construction project, Tuyen Quang city, Kim Xuyen General Hospital project, Son Duong district...
In the long term, according to the Department of Construction, it is necessary to pay attention to training, fostering, and using human resources in the field of state management of urban planning and development at all levels in the face of the general trend of building and developing green and smart cities in the future. Research and promulgate mechanisms and policies to support and encourage the improvement of the quality of urban planning and development in the province. Urban planning and infrastructure development of urban areas must be one step ahead and create the main resources for urban development.
Reforming administrative procedures, focusing on administrative procedures in urban construction, development and management, overcoming the situation of complicated and cumbersome administrative procedures that cause difficulties and inconveniences for people and businesses; accelerating the process of building e-government and digital government; applying information technology in urban planning and management, creating a favorable environment for exploiting and using planning information; quickly serving the needs of exploiting information and resolving administrative procedures for state agencies, businesses and people.
The Department of Construction also proposed to periodically evaluate the management and implementation of planning to detect shortcomings and obstacles and propose effective planning solutions. At the same time, strengthen the supervision, inspection and examination work with a plan, promptly detect and strictly handle organizations and individuals who intentionally violate the law in the preparation, appraisal, approval and management after planning, especially violations of urban planning, construction order, environmental protection, use and exploitation of technical infrastructure works, social infrastructure... in urban areas.
