Deputy Prime Minister Le Thanh Long has just signed Decision 663/QD-TTg approving the Project to Develop Hanoi University of Technology into a leading higher education institution in Asia.
The decision sets the goal of developing Hanoi University of Science and Technology into a modern higher education institution, among the leading in Asia in the field of engineering and technology; a center of excellence in training, talent development, research and innovation, playing a leading role in the Vietnamese higher education system in fields serving the development of strategic technologies and industries (including artificial intelligence, cybersecurity, blockchain, electronics, semiconductors, chips, digital technology, robotics and automation, energy, environment, biotechnology, advanced materials, etc.); and making a positive contribution to the socio -economic development of Hanoi, the Red River Delta region, and the whole country.
The specific goals by 2030 are to strive for a rate of 85% of lecturers holding doctoral degrees, including 30% with the title of professor or associate professor, and 10% being reputable lecturers and scientists from abroad. At least 25% of all training programs will be taught in English. At least 8,000 engineers, masters, and doctoral graduates will be trained in fields serving the development of strategic technologies and industries. On average, each lecturer will have 1.6 scientific publications per year in the Web of Science and SCOPUS databases.
Hanoi University of Science and Technology has an average of 25 to 30 recognized intellectual property rights and utility model certificates per year. Four to six subject groups/disciplines are ranked in the top 300-500 in the region and the world. At least six products resulting from scientific research and technological development at Hanoi University of Science and Technology have been successfully commercialized.
Hanoi University of Science and Technology is the center of the innovation network of Hanoi and the Red River Delta region, incubating at least 10 spin-off and start-up businesses that have successfully raised capital totaling over 10 million USD.
The decision states that, by 2035, Hanoi University of Science and Technology aims to be a leading center for research and innovation in science, engineering, and technology nationwide, ranked among the top 100-150 in Asia according to prestigious international rankings.
By 2045, Hanoi University of Science and Technology will become a university in the top 100 universities in Asia in the field of engineering and technology, with a reputation in the region and the world for science, technology and innovation; play an important role in promoting the development of Vietnam's higher education system; make important contributions to the socio-economic development of Hanoi, the Red River Delta and the whole country.
One of the tasks and solutions set out in the Decision is to expand the space of Hanoi University of Science and Technology, modernize the technical infrastructure and facilities to be on par with the region. Specifically, invest in the synchronous construction of the second campus, expand the area and development space of Hanoi University of Science and Technology in Hung Yen province.
Simultaneously, modernize and upgrade the facilities and laboratories at the main headquarters of Hanoi University of Science and Technology in Hanoi to serve training and research in key and crucial engineering and technology fields. Invest in building the Innovation Center of Hanoi University of Science and Technology and developing it into the Innovation Center of Hanoi Capital.
In addition, perfecting the development model of Hanoi University of Science and Technology towards autonomy, modernity, international integration to promote scientific research and innovation. Improving research capacity, especially focusing on strategic technology and industry fields, core technology, digital technology. Researching and proposing mechanisms and policies to attract individuals, organizations and businesses to invest in scientific research, technology transfer and innovation.
To perfect the innovation ecosystem of Hanoi University of Science and Technology, closely integrating it with the national innovation ecosystem, creating a dynamic environment for research, innovation, and entrepreneurship. To develop a modern Innovation Center at Hanoi University of Science and Technology, closely linked to domestic and international innovation and entrepreneurship networks.
Funding for the implementation of the Project is allocated in the annual state budget expenditure estimates of ministries, sectors, and localities in accordance with the Law on State Budget and other legitimate funding sources as prescribed by law.
The use of funds to implement the Project shall comply with the provisions of the law on decentralization of state budget, on public investment, and on financial mechanisms for public non-business units...
