Exploiting the potential for industrial, handicraft and craft village development, the province has been synchronously implementing many solutions, managing and investing in the development of industrial clusters (ICs) closely, in accordance with planning, selectively, ensuring full compliance with criteria and regulations, creating a driving force to promote socio-economic growth in the area.
Promoting the advantages of land and abundant human resources, the Resolution of the 21st Lap Thach District Party Congress, term 2020 - 2025, emphasized that developing industry and handicrafts is the top priority.
To concretize the above Resolution, in recent times, along with investing and proposing investment in many important technical infrastructure projects, planning and developing industrial zones and clusters, Lap Thach district has closely coordinated with departments and branches to promote investment and attract investment projects to the area.
At the same time, the plan for "Developing industrial parks in the district by 2030, with a vision to 2050" was developed. Up to now, Lap Thach has 8 industrial parks integrated into the provincial planning. Currently, the whole district has more than 300 enterprises, creating jobs for more than 14 thousand workers. Industrial development has helped the district's economic structure shift quickly and in the right direction.
In 2024, the district's economic growth rate will reach 13.49%, equal to 192.7% of the plan, the highest since the beginning of the term. The proportion of the industrial - construction sector accounts for 57.18%, the proportion of the service sector is stable, accounting for 28.64% and the agriculture, forestry and fishery sector accounts for 14.18%.
Currently, the province has 16 industrial parks established and assigned to investors to build and operate infrastructure with a total area of more than 490 hectares.
Known as a typical industrial park in investing in modern and synchronous infrastructure, Dong Soc Industrial Park (Vinh Tuong) currently has an occupancy rate of nearly 80% with 18 projects. Of which, there are 6 foreign direct investment (FDI) projects and 12 domestic investment (DDI) projects, creating jobs for hundreds of workers with stable income.
The representative of Dong Soc Industrial Park said: With full supporting infrastructure such as traffic, lighting, wastewater treatment system, trees, Dong Soc Industrial Park has been and is a "destination" for many domestic and foreign investors. Thereby, it not only creates jobs and stable income for many local workers but also contributes to promoting industrial development, attracting investment in the area, and restructuring the locality.
With the attention and issuance of mechanisms and policies to support investors in building and operating industrial park infrastructure, industrial parks in the area have attracted nearly 700 production and business establishments, creating jobs for more than 6,700 workers, achieving an average occupancy rate of about 42.43% (industrial land area). Of which, 4/16 industrial parks have achieved a 100% occupancy rate, including Yen Dong craft village industrial park, Te Lo craft village industrial park, Yen Lac town industrial park, and Hung Vuong industrial park.
Thereby contributing to supporting and supplementing industrial parks, creating conditions for small-scale production establishments, enterprises, households and individuals in craft villages to have more opportunities to access land and have locations to develop production and business suitable to the level of rural areas.
In particular, the development of industrial clusters has contributed to transforming the labor structure, creating jobs on the spot, increasing income for people, gradually solving the problem of environmental pollution in craft villages and concentrated production areas in rural areas, contributing to promoting economic growth and increasing budget revenue in the area.
According to the Provincial Planning for the period 2021-2030, with a vision to 2050, Vinh Phuc aims to develop 31 new industrial clusters by 2030, bringing the total number of industrial clusters in the province to 47. By 2050, the whole province will have 51 industrial clusters.
To realize the above goal, in January 2025, the Provincial People's Committee issued Directive 01 on improving the quality of management and development of industrial clusters in the province. In which, the province clearly stated its viewpoints and orientations for industrial cluster development, including implementing strict management and investment in industrial cluster development in accordance with approved planning; continuing to overcome shortcomings and limitations, improving the quality of investment in technical infrastructure of industrial clusters; developing new industrial clusters must be closely linked to environmental protection requirements.
In particular, developing new industrial clusters is selective, not massive, ensuring full compliance with criteria and regulations. Prioritizing the development of industrial clusters in localities with favorable conditions to attract, relocate, and expand production and business of small and medium enterprises, cooperatives, and cooperatives. At the same time, focusing on selecting enterprises to invest in industrial cluster infrastructure with capacity, experience, and the ability to promote and attract quality secondary investors to industrial clusters in the province.
On that basis, the province has assigned specific tasks to departments, branches and localities to preside over, coordinate and strengthen state management of industrial clusters according to assigned and decentralized functions and tasks, contributing to attracting investment and promoting socio-economic growth in the area.
