To achieve that result, in recent years, the provincial Social Insurance has implemented many synchronous and effective solutions. Mr. Ha Dinh Hai, Deputy Director of the provincial Social Insurance, said: Determining that to develop voluntary social insurance, we must start from the root, that is, changing people's awareness, the unit closely coordinates with related units to strengthen propaganda in many forms; maintain and improve the quality of activities of collection service organizations.
At the same time, the provincial Social Insurance coordinates with relevant departments and branches to advise the Provincial People's Committee to submit to the Provincial People's Council a policy to provide additional support for voluntary social insurance participants beyond the central support level (30% for poor households, 25% for near-poor households, 10% for other subjects) and strengthen communication about the policy to support long-term benefit contribution levels so that people understand the humanity and sustainability of the policy.
Every year, the provincial Social Insurance strengthens data exploitation and inter-sectoral coordination through coordination with the Department of Finance, the provincial Tax Department, and service organizations to collect and review data on individuals, business households, informal sector workers, and people who have not participated in social insurance to identify potential subjects and assign development targets for participants in a reasonable manner.
At the same time, the provincial Social Insurance and District Social Insurance coordinate with collection service organizations, commune-level People's Committees, and mass organizations to propagate and mobilize the development of participants through customer conferences, propaganda in small groups, direct consultation in villages, residential clusters, etc. From 2024 to present, the whole province has organized 277 conferences, consultations, dialogues, seminars, and training on social insurance policies with about 12,000 participants; small group communication over 300 sessions for more than 2,000 people, thereby mobilizing 5,800 new participants.
An important measure to develop voluntary social insurance is to maintain and improve the efficiency of collection service organizations. The province currently maintains 4 authorized collection service organizations, with 226 collection points and 527 employees. Every year, the provincial Social Insurance coordinates with the provincial Post Office to promote and develop voluntary social insurance participants; assign targets for developing voluntary social insurance participants to collection service organizations, and at the same time organize training to improve the capacity of collection staff; launch emulation and promptly reward exemplary staff in developing participants.
Ms. Trieu Thi Binh, Chairwoman of the Women's Union of Van Nham Commune (Huu Lung District), a collaborator in collecting social insurance contributions, said: Every time I attend activities at village women's associations or attend people's meetings, I bring leaflets promoting voluntary social insurance policies, a specific illustrated benefit table to promote to people and explain, guide, and advise on appropriate contribution levels for women to participate. From 2024 to now, I have mobilized and developed more than 20 people to participate in voluntary social insurance.
Thus, the practical measures of the provincial Social Insurance have created a change in people's awareness of participating in social insurance. Ms. Nguyen Thi Hoa, a resident of Hong Phong commune, Cao Loc district, shared: I have been a freelance trader for many years, previously I thought that only people working for the state could receive pensions. When someone from the Social Insurance came to advise and give me clear instructions, I decided to participate in voluntary social insurance, so that I would have a salary in my old age and be less dependent on my children and grandchildren.
The encouraging results in developing voluntary social insurance in Lang Son are a clear demonstration of the correctness and determination in directing and organizing implementation. We believe that Lang Son will continue to increase the coverage rate of voluntary social insurance in the coming years, towards the goal of universal social insurance coverage by 2030 in the spirit of Resolution 28.
