Promoting the social criticism role of the Fatherland Front

Based on the work program of the Provincial Party Committee and the Provincial People's Committee, periodically in the fourth quarter of each year, the Standing Committee of the Provincial Vietnam Fatherland Front Committee develops a plan and meets to unify the monitoring and criticism program for the following year. Based on the announcement of the agreement on the social monitoring and criticism program and the participation in giving opinions on Party building and government building by the Standing Committee of the Provincial Party Committee and the consultation between the Provincial Vietnam Fatherland Front Committee and socio-political organizations, the Provincial Fatherland Front Committees at all levels deploy the monitoring and criticism program for the year.

Comrade Le Minh Tien, Head of the Democracy - Law Committee, Vietnam Fatherland Front Committee of the province said: "Social criticism aims to detect missing, inaccurate, incorrect, and inappropriate contents in draft documents of Party and State agencies; propose practical contents, contributing to ensuring the correctness, conformity with social life and effectiveness in planning the Party's guidelines and policies, the State's policies and laws; ensuring the legitimate rights and interests of the people.

In recent years, the Vietnam Fatherland Front Committees at all levels have continuously innovated the content and methods of social criticism, proactively and promptly giving feedback early and from the grassroots level; the content of social criticism ensures focus and key points, selecting major and important issues closely related to the legitimate and legal rights and interests of the people, especially issues that the people are concerned about and the public is interested in; the form is appropriate, meets the actual situation and has specific results.

Members of the Advisory Council of the Provincial Vietnam Fatherland Front Committee participated in social criticism of the Housing Project in the Trade Union Institutional Area at Ba Thien Industrial Park (Binh Xuyen).

The content of criticism and comments extends from the Party and State's policies and guidelines, the province's mechanisms to the planning, plans, programs, projects, proposals, and policies on economic, cultural, and social development proposed by local agencies, organizations, and units, ensuring that they are consistent with the functions and tasks of the Vietnam Fatherland Front and socio-political organizations.

To ensure effective feedback and avoid duplication in the areas and subjects of the monitoring delegations, the Vietnam Fatherland Front strengthens coordination with socio-political organizations and member organizations; creates a mechanism to mobilize the participation of members of the Advisory Councils/Advisory Boards, experts, scientists, people with practical experience and the participation of the people. Currently, the Advisory Council of the Vietnam Fatherland Front Provincial Committee has 14 members, all of whom are experts and have practical experience in many fields.

In 2024, the Fatherland Front Committees at all levels in the province organized comments on nearly 330 draft legal documents, draft programs and projects, documents of Party committees and authorities on socio-economic development policies, and at the same time collected and promptly reflected people's opinions, opinions from socio-political organizations, and member organizations of the Front, proposing practical measures to solve hot and urgent issues among the people.

9/9 districts and cities have organized at least 1 conference each to review draft socio-economic development programs and projects. Since the beginning of the year, the Standing Committee of the Provincial Vietnam Fatherland Front has organized 3 conferences to review 3 investment projects to build urban areas and social housing projects; 1 session to provide comments on the draft political report to be submitted to the 18th Provincial Party Congress.

During the process of organizing social criticism, the drafting agencies closely coordinated, provided documents, records, reports explaining the reception and response to social criticism, contributing to improving the effectiveness of promulgating mechanisms and policies to ensure feasibility and suitability to local realities.

The recommendations at the review conference are all clear, specific, and highly convincing; ensuring theoretical and practical basis, objectivity, publicity, effectiveness, substance, and constructiveness, in accordance with the Party's guidelines and policies, and the State's policies and laws. The work of monitoring, urging, and supervising competent and responsible agencies, organizations, and individuals in responding to and resolving opinions and recommendations after monitoring and social review is promoted.

Promoting the achieved results, in the coming time, the Fatherland Front Committees at all levels in the province will continue to innovate the content and methods of implementing social criticism work to ensure that it is suitable to the conditions and political tasks of each locality and unit. Thereby, promoting the role of the Fatherland Front and socio-political organizations, performing well the task of representing and protecting the legitimate and legal rights and interests of the people, contributing to Party building, government building, improving the effectiveness and efficiency of State management, and the operational efficiency of agencies and organizations in the political system.
