Vietnam always attaches importance to Mekong sub-regional cooperation mechanisms, in which GMS and ACMECS are considered as mechanisms of strategic significance, associated with leading important partners; and CLMV is considered as a mechanism to increase the support and interest of the international community for the development of the Mekong sub-region.
At the GMS, ACMECS and CLMV mechanisms, Vietnam has demonstrated proactive and active participation, demonstrated responsibility in contributing to the common interests of the region, improved the effectiveness of sub-regional cooperation, and effectively mobilized external resources to serve national development.
The working trip of the Vietnamese high-ranking delegation led by Prime Minister Pham Minh Chinh took place in the context of the world and regional situation continuing to develop complicatedly and unpredictably. Strategic competition between major countries is taking place fiercely, with countries stepping up the gathering of forces through multilateral initiatives and mechanisms.
In the Mekong sub-region, non-traditional security challenges, such as climate change and natural disasters, continue to evolve in a complex manner, with multi-dimensional impacts on countries. Therefore, in addition to promoting economic development strategies and constructing projects on the Mekong River, Mekong sub-region countries are also increasing coordination and cooperation in sub-regional mechanisms to effectively respond to challenges.
The working trip also took place in the context of the continued positive development of Vietnam-China relations, with the highlight being high-level visits between the two countries in recent times, including the working trip of Prime Minister Pham Minh Chinh to attend the 15th Annual Pioneers Meeting of the World Economic Forum (WEF) in Dalian and work in China (June 2024) and the official visit to Vietnam by Chinese Premier Li Qiang (October 2024).
Cooperation between Vietnamese ministries, sectors and localities with Yunnan and Guangxi provinces will also continue to be promoted, especially in the economic and trade fields. In 2023, Vietnam-Guangxi trade turnover will reach about 36 billion USD, while Vietnam-Yunnan trade turnover will reach 2.6 billion USD.
During his working trip to China, in addition to participating in the agenda of high-level conferences, Prime Minister Pham Minh Chinh is expected to visit and have important activities in Yunnan province and Chongqing city.
This demonstrates the continuation of the tradition of high-level exchanges between the two Parties and two countries, the high importance that the Party and State of Vietnam attach to the Vietnam-China relationship, especially in promoting the implementation of high-level common perceptions and signed agreements between the two sides from the local perspective.

In this context, Prime Minister Pham Minh Chinh's visit to the 8th GMS Summit demonstrates Vietnam's support for host country China, as well as the desire to enhance political trust and maintain the development momentum of the Vietnam-China Comprehensive Strategic Cooperative Partnership.
The working trip also affirmed that Vietnam supports Laos in its capacity as ACMECS Chair; wishes to strengthen solidarity among Mekong sub-region countries, enhance the effectiveness of cooperation among the five ACMECS member countries for the development of the sub-region, in areas such as sustainable management of transboundary water resources, climate change response, natural disaster response, comprehensive regional connectivity, digital transformation, and green transformation.
Attending the 11th CLMV Summit, Vietnam expressed its desire to continue promoting cooperation with CLMV member countries in the fields of human resource development, business connectivity, trade and investment facilitation, as well as enhancing ASEAN's role in sub-regional cooperation.
The working trip of the Vietnamese high-ranking delegation led by Prime Minister Pham Minh Chinh aims to continue implementing the policy of the 13th National Party Congress on deep, comprehensive and effective international integration and raising the level of multilateral diplomacy, as well as Conclusion No. 56-KL/TW dated May 23, 2023 of the Politburo on strategic orientations for Mekong sub-regional cooperation until 2030.
